Refining Expertise : How Responsible Engineers Subvert Environmental Justice Challenges

Bridging landscape ecology and urban science to respond to the rising threat of mosquito-borne diseases

Building on the work of Saidiya Hartman, Black studies scholars have long theorized and analyzed what it means to exist in the afterlife of slavery, which refers to the precarity and devaluation of Black life since chattel slavery. This article draws the natural environment into this discourse to conceptualize the biophysical afterlife of slavery. The biophysical afterlife of slavery describes how the precarity and devaluation of Black life has affected the natural environments in which these lives exist. Slavery left lingering impacts on soil, water, and vegetation regimes as it maneuvered and settled across the earth, but importantly, its ideological and sociopolitical legacies continue to impact Black ecologies today. I argue that to methodologically attend to the biophysical afterlife of slavery there must be a meaningful integration of critical physical geography and Black geographies. As an example of this integration, I suggest that there is a myriad of methods used to reconstruct environmental histories, such as dendrochronology that, when brought together with a Black geographies lens, create mechanisms to analyze the past, present, and future of the biophysical afterlife of slavery. 

Ecological Memory in the Biophysical Afterlife of Slavery

Aerial spraying of products to kill larvae or adult mosquitoes is a public health measure used to control vector-borne diseases. In some outbreaks, the intervention has evoked controversy and community resistance. This study evaluated how local opinion leaders in US localities affected by Zika think about community engagement in public health policies for outbreak response. In December 2017 through March 2018, 4 focus groups were convened in Houston, TX, New Orleans, LA, Miami, FL, and Brooklyn, NY. They discussed a hypothetical scenario that featured vector control by aerial spraying. Participants (N = 20) more readily accepted this vector control method under 4 conditions: They were informed of alternatives, benefits, and risks for human health and the environment. Public health claims were backed by objective evidence and an authority figure genuinely working in the community’s interests. They received timely notice about how to mitigate toxin exposure. And, aerial spraying helped to protect vulnerable individuals. The community engagement requirements of the local opinion leaders resonate with core principles of recent public health ethics frameworks: namely, personal autonomy, transparency, reasonableness, and solidarity. Participants foresaw problems with community consent in an era of growing social media use and mistrust in governmental and scientific authority. They also debated whether health authorities should use moral-based arguments, in addition to science-based ones, to communicate aerial spraying’s risks and benefits.

In west Baltimore, Maryland, USA, disinvestment in housing and infrastructure has left an ecological legacy of mosquito infestation, along with many other social and environmental hazards. Ecological sampling techniques and resident narratives together tell a rich story about how racist housing and planning policies led to landscapes dominated by abandoned buildings, vacant lots, and sanitation problems, which in turn sustain invasive Aedes albopictus mosquitoes that bite and can transmit disease. However, the study’s focus on the seemingly narrow topic of mosquito control presented challenges for resident engagement and participation in a neighborhood troubled by broader issues of environmental and social injustice.
