Evaluating Practice: Guidelines for the Accountable Professional

Transforming social work practice: Postmodern critical perspectives

The Assessment and Action framework for looked after children, designed to improve outcomes for all children in public care and those at home on care orders, is now well established in the UK. This paper offers a critical evaluation of the framework by examining the model of childhood upon which it is premised and by exploring its relationship to children's rights as conceptualized in the United Nations Convention on the Rights of the Child (1989). It will be argued that the particular child development model which underpins the framework addresses the rights of looked after children to protection and provision but does not allow for their participation rights to be sufficiently addressed. A critical review of the research concerning the education and health of looked after children is used to illustrate these points. It will be argued that what are missing are the detailed accounts of looked after children themselves. It is concluded that there is a need for the development of additional research approaches premised upon sociological models of childhood. These would allow for a greater engagement with the participation rights of this group of children and complement the pre-existing research agenda.

The role of the social work tutor and tutorial relationship has received little attention over the last decade despite the implications this has had for developing competent practitioners. It is the authors' contention that unless the tutor/tutee relationship is developed within an empowering framework, then it potentially can lead to competence being defined around an administrative and therefore limiting approach to practice. While such an approach may predominate within modern social services this does not mean that it is inevitable or unable to be challenged and changed. This paper considers one approach to developing the tutorial relationship within an empowering framework that uses the processes of the course to empower students to take greater control of their learning and builds a model for their future supervisory relationships in practice.

The role of the tutor in social work education: Building an emancipatory tutorial relationship

This paper examines residential childcare workers’ perceptions of quality and how they relate to the growing performance measurement culture within social work over the last 10 years. In particular, it is concerned with examining how workers define quality services and what this means for the government's standards approach with its emphasis on tangible activities around process rather than outcomes. In addition this paper considers the prospects for developing quality in residential care and what frontline workers assess as adding to and/or subtracting from that activity. The growing performance measurement and standards culture being propagated by central government is considered in the context of workers’ perceptions and influence, particularly as it relates to the potential to maximize the quality of the service provided. In this context staff perceptions are obtained from nine children's units in two local authorities with the intention of providing research evidence to a debate very often centred on belief rather than fact.

Social Work Services in Scotland have recently undergone a major review of its purpose and function. The Review's conclusion was that cultural transformation was required if social work provision was to meet the needs of those receiving and providing the service in the 21st century. Central to this change process is that it would not be driven from the top down but involve all stakeholders, including service users and front-line providers. This article explores the early indications in relation to this more democratic approach to change. It considers three key areas: leadership, front-line involvement and performance measurement that are arguably central to the successful implementation of this Review. These areas are considered from the perspective of adopting a more inclusive approach to the transformation of the service.
