Real-world experience underscores the complexity of interactions among multiple drivers of climate change risk and of how multiple risks compound or cascade. However, a holistic framework for assessing such complex climate change risks has not yet been achieved. Clarity is needed regarding the interactions that generate risk, including the role of adaptation and mitigation responses. In this perspective, we present a framework for three categories of increasingly complex climate change risk that focus on interactions among the multiple drivers of risk, as well as among multiple risks. A significant innovation is recognizing that risks can arise both from potential impacts due to climate change and from responses to climate change. This approach encourages thinking that traverses sectoral and regional boundaries and links physical and socio-economic drivers of risk. Advancing climate change risk assessment in these ways is essential for more informed decision making that reduces negative climate change impacts. © 2021 The Authors

A framework for complex climate change risk assessment

Introduction Wildfires are common globally. Although there has been considerable work done on the health effects of wildfires in countries such as the USA where they occur frequently there has been relatively little work to investigate health effects in the United Kingdom. Climate change may increase the risk of increasing wildfire frequency, therefore there is an urgent need to further understand the health effects and public awareness of wildfires. This study was designed to review current evidence about the health effects of wildfires from the UK standpoint. Methods A comprehensive literature review of international evidence regarding wildfire related health effects was conducted in January 2012. Further information was gathered from authors' focus groups. Results A review of the published evidence shows that human health can be severely affected by wildfires. Certain populations are particularly vulnerable. Wood smoke has high levels of particulate matter and toxins. Respiratory morbidity predominates, but cardiovascular, ophthalmic and psychiatric problems can also result. In addition severe burns resulting from direct contact with the fire require care in special units and carry a risk of multi - organ complications. The wider health implications from spreading air, water and land pollution are of concern. Access to affected areas and communication with populations living within them is crucial in mitigating risk. Conclusion This study has identified factors that may reduce public health risk from wildfires. However more research is needed to evaluate longer term health effects from wildfires. An understanding of such factors is vital to ensure preparedness within health care services for such events.

This paper analyses contrasting academic understandings of ‘equilibrium resilience’ and ‘evolutionary resilience’ and investigates how these nuances are reflected within both policy and practice We reveal that there is a lack of clarity in policy, where these differences are not acknowledged with resilience mainly discussed as a singular, vague, but optimistic aim This opaque political treatment of the term and the lack of guidance has affected practice by privileging an equilibrist interpretation over more transformative, evolutionary measures In short, resilience within spatial planning is characterised by a simple return to normality that is more analogous with planning norms, engineered responses, dominant interests, and technomanagerial trends The paper argues that, although presented as a possible paradigm shift, resilience policy and practice underpin existing behaviour and normalise risk It leaves unaddressed wider sociocultural concerns and instead emerges as a narrow, regressive, technorational frame centred on reactive measures at the building scale

From Rhetoric to Reality: Which Resilience, Why Resilience, and Whose Resilience in Spatial Planning?

Local government has a crucial role to play in climate change adaptation, both delivering adaptation strategies devised from above and coordinating bottom-up action. This paper draws on a unique longitudinal dataset to measure progress in adaptation by local authorities in Britain, comparing results from a national-scale survey and follow-up interviews conducted in 2003 with a second wave of research completed a decade later. Whereas a decade ago local authority staff were unable to find scientific information that they could understand and use, we find that these technical-cognitive barriers to adaptation are no longer a major problem for local authority respondents. Thanks to considerable Government investment in research and science brokerage to improve the quality and accessibility of climate information, local authorities have developed their adaptive capacity, and their staff are now engaging with the ‘right’ kind of information in assessing climate change risks and opportunities. However, better knowledge has not translated into tangible adaptation actions. Local authorities face substantial difficulties in implementing adaptation plans. Budget cuts and a lack of political support from central government have sapped institutional capacity and political appetite to address long-term climate vulnerabilities, as local authorities in Britain now struggle even to deliver their immediate statutory responsibilities. Local authority adaptation has progressed farthest where it has been rebranded as resiliency to extreme weather so as to fit with the focus on immediate risks to delivering statutory duties. In the current political environment, adaptation officers need information about the economic costs of weather impacts to local authority services if they are to build the business case for adaptation and gain the leverage to secure resources and institutional license to implement tangible action. Unless these institutional barriers are addressed, local government is likely to struggle to adapt to a changing climate.

The UK Climate Change Risk Assessment 2012 Evidence Report

In 2008 the Climate Change Act was passed into law in the UK. This provides a legally binding framework for reducing carbon emissions. Much of the focus of the Act is on reducing emissions and hence on mitigation measures, however, the Act also requires a risk assessment to be undertaken every five years. The assessment of the risks (including opportunities) from climate change has to address those things that have social, environmental and economic value in the UK. The objective is to create an enabling environment in which the capacity to adapt can be developed in an informed manner and identify priorities for Government action. The risk assessment informs the National Adaptation Programme and will be updated every five years. This paper outlines the method of analysis, presents some results and draws some conclusions, with particular reference to those aspects that are likely to be of interest to the coastal community.
