According to W. Edwards Deming, American companies require nothing less than a transformation of management style and of governmental relations with industry. In Out of the Crisis, originally published in 1982, Deming offers a theory of management based on his famous 14 Points for Management. Management's failure to plan for the future, he claims, brings about loss of market, which brings about loss of jobs. Management must be judged not only by the quarterly dividend, but by innovative plans to stay in business, protect investment, ensure future dividends, and provide more jobs through improved product and service. In simple, direct language, he explains the principles of management transformation and how to apply them.

Out of the Crisis

Managers are often advised, "beat your competitors," which sometimes contrasts with the advice, "do the best for your firm." This may lead managers to focus on comparative measures such as market share. Drawing on game theory, the authors hypothesize that managers are competitor-oriented under certain conditions, in particular, when they are provided with information about competitors' performance. Empirical studies lead to the additional hypothesis that a competitor orientation is detrimental to performance. To examine these hypotheses, the authors conduct two studies. The first is a laboratory study in which 1016 subjects made pricing decisions. When information about the competitor's profits was provided, over 40% of the subjects were willing to sacrifice part of their company's profits to beat or harm the competitor. Such competitor-oriented behavior occurred across a variety of treatments. The second is a field study used to examine the performance over a half-century of 20 large U.S. firms with differing objectives. Firms with competitor-oriented (market share) objectives were less profitable and less likely to survive than those whose objectives were directly oriented to profits.

By its nature performance measurement is a diverse subject. Researchers with functional backgrounds as varied as accounting, operations management, marketing, finance, economics, psychology and sociology are all actively working in the field. As discussed in the introduction, this incredible diversity brings with it both challenges and opportunities. It results in a fascinating richness, but also makes it extremely difficult for each generations of researchers to build upon one another's work. A significant barrier stems from the fact that, traditionally, the way academic careers develop is through functional specialization. Accountants talk to accountants. Operations managers meet with operations managers. Marketing specializts network with other marketing specialists. The result is deep and rich streams of functionally specialized research, often with limited cross-fertilization. The aim of this first section is to begin the process of redressing this shortcoming by drawing together several functionally based reviews of performance measurement. The section contains six chapters. The first, by David Otley, reviews measurement from an accounting and finance perspective and explores the different roles of measurement. Otley argues that the accounting community implicitly recognizes that measurement systems have three fundamentally different roles in organizations. First, they provide a tool for financial management. Second, they provide an objective for overall business performance. Third, they provide a means of motivation and control. A key theme in Otley's contribution is that far too often academics and practitioners do not recognize these three different roles, and the result can be significant confusion, especially when a measurement system designed to fulfil one role is used for another.
