The public value of E-Government – A literature review

:Governments are adopting social media to provide complementary information dissemination, communication, and participation channels whereby citizens can access government and government officials and make informed decisions. Using 2009 national e-government survey data from the Pew Research Center, this study finds (1) that use of government social media is significantly and positively associated with perceptions of government transparency, (2) that perceptions of government transparency are positively and significantly related to trust in government, and (3) that perceptions of government transparency mediate the relationship between use of government social media and trust in government. These findings demonstrate that social media is an effective means for government to improve citizens’ trust in government by enhancing their perceptions of government transparency. Linking public sector social media and e-government website use to trust in government

The purpose of this paper is to identify the factors that generate public value in e-government services through emerging technologies and to answer the following question: Which are the factors that generate public value, in the e-government services, through emerging technologies?,Based on a multivariate linear regression model, the author tests the public value of e-government services through emerging technologies in the metropolitan area of the Toluca Valley. Five factors are evaluated to understand public value: anti-corruption strategies, access to public information, transparency platforms, social media and service kiosks.,Smart strategies and technologies must be guided by the generation of public value through anti-corruption strategies, open data, access to information and data privacy. The efforts of governments should focus on avoiding corruption, making government transparent, opening data and correct handling of information privacy. Technology is an important mechanism to boost public value generation.,Mexico is a developing country, and there are very few emerging technologies implemented in e-Government.,The results are important to identify good practices for the generation of public value in the e-Government area.,The study of emerging technologies is a new area in government, and this paper studies the generation of public value through emerging technologies in a developing country.

Public value of e-government services through emerging technologies

This paper is about the role of local democracy and governance to achieve the sustainable development goals (SDGs). Increased reliance on locally generated revenue, difficulties in managing networks of actors with diverse goals and objectives, imperfect flow of information, and trust deficit in stakeholders pose major challenges to achieving SDGs locally. By doing a systematic review of the recent literature on decentralisation with examples from different local governments, the paper outlines ways in which these challenges could be addressed. The paper also highlights the need for enhancing local leadership capabilities and demarcation of responsibilities among local politicians and bureaucrats, a point missed in the SDG agenda.

E-government and citizen attitudes towards local government in China: Transparency and capacity for service delivery

Many Chinese jurisdictions are establishing "service-oriented" local governments in order to make public service delivery more effective and thereby increase local government capacity. This article explores whether the use of e-government improves citizens' perceptions of their local government. The results indicate that accessing information through government Web sites improves citizens' satisfaction with government transparency. Citizens' frequent use of government Web sites, partially mediated through their perceptions of transparency, enhances their perceptions of local government capacity for service delivery. Providing public service information on government Web sites indirectly improves perceived service capacity through perceived transparency. Further development of e-government's two-way communication function will make it possible to fully reap the benefits of e-government as a reform strategy leading to service-oriented government.
