TL;DR: In this article, a process for making an aqueous hydrocarbon fuel composition, comprising: (a) mixing a normally liquid hydrocar fuel and at least one chemical additive, to form a hydro-carbon fuel-additive mixture; and (b) mixing said hydro-caroline fuel additive mixture with water under high shear mixing conditions in a high-shear mixer to form said aquaous hydrocaroline additive mixture.

TL;DR: In this article, the authors reviewed the existing public data from previous exhaust emissions testing on E diesel fuel and included new testing performed in engines of varied design, and compared E diesel with normal diesel fuel under conditions of different engine speeds, different engine loads and different engine designs.
