TL;DR: High-quality PLD epitaxial thin-film BaTiO3 on MgO exhibits high dielectric and electro-optic properties. The Pockels coefficient and permittivity are measured up to 70 GHz. The results fill a gap in high-speed BTO applications and enable the design and fabrication of new BTO-based components.
