This review focuses on how to effectively increase access to and quality in higher education in developing countries. One hundred and seventy-five research papers on the impact of higher education policies and methods of provision on access, quality and gender issues in developing countries, available in English language, were systematically reviewed. The majority of the studies fell into six main categories: affirmative action; cross-border, distance and open education; financial policies/programmes (including cost-sharing policies and student loan programmes); technical and vocational education and training (TVET); and institutional type.

How effective are different approaches to higher education provision in increasing access, quality and completion for students in developing countries? Does this differ by gender of students?

The purpose of this article is to review and compare ideas about the changes taking place in the process of Russian higher education modernization. The methods used are theoretical and empirical (an analysis and synthesis of literature, interviewing, observation and analysis of the educational process at a University). As a result of the research it is shown that the modernization is complicated by such factors as insufficient financing, poor infrastructure, psychological inability of the professorial staff to comply with the demands of a modernizing society, bureaucracy, and lack of university-business cooperation. The development of Russian corporate education may bring about considerable changes in the sphere of professional training and retraining. It may trigger off a change in the role of traditional institutes of professional development. Classical universities are no longer the only suppliers of the labour force. In the contemporary labour market, they compete with corporate educational institutions. It is concluded that traditional educational institutions and corporate educational institutions will be able to collaborate effectively in postindustrial Russia. Traditional universities should record, systematize and transmit universal cultural norms and values. They should preserve cultural heritage preventing it from disappearing. The improvement of university-business cooperation promotes government-business partnership, which is well illustrated by the Skolkovo Innovation Center.

Russian higher education meeting challenges of 21st century labour market

This paper explores challenges higher education institutions face while ensuring one of the quality assurance criteria – meeting the demands of labour market. The relationship between labour market and higher education institutions becomes even more complicated during the periods of rapid changes in labour market caused by economic collisions. In this article statistical data on employment and higher education is analysed and compared with employers’ position expressed in interviews. As a result it is considered that students/potential employees remain the main driving force that brings the demands of labour market into higher education.

The Interaction between Higher Education and Labour Market in Changing Economic Environment.

In the USSR, higher education was focused on the training of narrow specialists who had mastered a particular set of professional knowledge in one field. In post-Soviet Russia, however, universities are not able to train people with the qualification demanded by the labor market. To overcome this problem, a closer connection between businesses and universities is needed, but data from research on the Irkutsk region show that the percentage of employers engaged in active cooperation with institutions of higher learning is low. Since Russian universities are interested in cooperating with employers, they will have to take the initiative in the development of existing forms of interaction and the search for new ones.
