The purpose of this working paper is to rehearse the approach, methods and preliminary findings of the first stage of the EU Seventh Framework programme project Co-ordinating for Cohesion in the Public Sector of the Future (hereafter COCOPS – see www.cocops.eu). This first stage (Work Package 1) was tasked to produce a meta-analysis of the impacts of New Public Management (NPM) reforms across the EU. In this paper, therefore, we will first set out what we mean by (respectively) NPM, impacts and meta-analysis, and then go on to review the substance of our findings thus far. The database currently has over 500 documents, including academic articles and books, government reports and consultancy studies. It covers 23 EU member states, plus Norway, Switzerland and Croatia, plus the European Commission itself. Its contents are not yet absolutely finalised, but our collection, coding and quality checking have reached the point where we do not expect the broad conclusions to change very much. This is therefore an appropriate time to issue a Working Paper.

The impacts of the new public management in Europe: a meta-analysis

Official statistics production based on a combination of data sources, including sample survey, census and administrative registers, is becoming more and more common. Reduction of response burden, gains of production cost efficiency as well as potentials for detailed spatial-demographic and longitudinal statistics are some of the major advantages associated with the use of integrated statistical data. Data integration has always been an essential feature associated with the use of administrative register data. But survey and census data should also be integrated, so as to widen their scope and improve the quality. There are many new and difficult challenges here that are beyond the traditional topics of survey sampling and data integration. In this article we consider statistical theory for data integration on a conceptual level. In particular, we present a two-phase life-cycle model for integrated statistical microdata, which provides a framework for the various potential error sources, and outline some concepts and topics for quality assessment beyond the ideal of error-free data. A shared understanding of these issues will hopefully help us to collocate and coordinate efforts in future research and development.

With an eye to providing a methodology for tracking the dynamic integrity of prices for important market indicators, in this article we use Benford second digit (SD) reference distribution to track the daily London Interbank Offered Rate (Libor) over the period 2005 to 2008. This reference, known as Benford's law, is present in many naturally occurring numerical data sets as well as in several financial data sets. We find that in two recent periods, Libor rates depart significantly from the expected Benford reference distribution. This raises potential concerns relative to the unbiased nature of the signals coming from the 16 banks from which the Libor is computed and the usefulness of the Libor as a major economic indicator.

In this paper we analyze the upper tail of the size distribution of Italian companies with limited liability belonging to the CEBI database. Size is defined in terms of net worth. In particular, we show that the largest firms follow a power law distribution, according to the well-known Pareto law, for which we give estimates of the shape parameter. Such a behavior seems to be quite persistent over time, view that for almost 20 years of observations, the shape parameter is always in the vicinity of 1.8. The power law hypothesis is also positively tested using graphical and analytical methods.

On the upper tail of Italian firms' size distribution

Challenges to modern national statistical systems, with emphasis on that of the UK, are reviewed and likened to those facing Olympic athletes. I argue that the uses of official statistics to ensure political accountability vary in degree between countries and that this affects the pressures on the system. Many of the pressures exist because official statistics are at the heart of democratic accountability and the political process. Some of these uses and the connection to the pressures on the statistical system are explored together with some ways in which the system needs to respond.

The Official Statistics Olympic Challenge

Summary. The question of public confidence in official statistics has been central to government statistical policy for the last 10 years. This year the Statistics and Registration Service Act 2007 was passed. The paper suggests key characteristics of the new arrangements that will be needed if public confidence in the official statistics outputs is to be strengthened. It is argued that this will depend on public confidence in the statistical system as a whole rather than just the new Board. The organizational structure of the UK statistical system is described and this is linked to the issue of public confidence. Finally the wider questions of evidence-based policy and the use of statistics and statistical thinking throughout government are discussed.
