Despite relatively favorable citizen attitudes, voter turnout in American national elections is far below the average of 80% of the eligible electorate that votes in other industrialized democracies. The American institutional setting—particularly the party system and the registration laws—severely inhibits voter turnout, and probably also accounts for the unusual degree to which education and other socioeconomic resources are directly linked to voting participation in the United States.Using a combination of aggregate and comparative survey data, the present analysis suggests that in comparative perspective, turnout in the United States is advantaged about 5% by political attitudes, but disadvantaged 13% by the party system and institutional factors, and up to 14% by the registration laws. The experience of other democracies suggests that encouraging voter participation would contribute to channeling discontent through the electoral process. Even a significantly expanded American electorate would be more interested and involved in political activity than are present voters in most other democracies.

Explaining voter turnout: A review of aggregate-level research

Much recent analysis of British politics has assumed, explicitly or implicitly, that constituency campaigns have no impact upon an electorate that draws on an increasingly nationalized media for its information. We employ data on constituency campaign spending to challenge this interpretation. Local party campaigners are rational in their use of funds, spending most in seats where the competition is close and least where there is little hope of winning. What is more, campaign spending is clearly associated with voting, increasing support for the spending party and decreasing support for its rivals. Contrary to the accepted wisdom, local campaign spending can result in important shifts in the vote. However, local campaigning seems to be of much more value to challengers than to incumbents.

Electoral Rules and the Calculus of Mobilization

This paper presents evidence that voter participation does not depend on the probability that one vote is decisive. An extensive summary of the empirical participation literature is provided which shows that most but not all studies have found that turnout in an electoral district is higher when the race is closer. Individual-level vote regressions for the 1979 and 1980 Canadian national elections are estimated using objective measures of closeness (as opposed to self-reported measures). The main finding is that a citizen is no more likely to vote in a close election than in a lands-lide election. District-level turnout regressions for the same elections are also estimated, and a significant relation between closeness and turnout is observed. This suggests that aggregation bias may generate a spurious closeness-turnout relation in district-level regressions.

The Downsian voter meets the ecological fallacy

One of the most striking features of British general election results is the large variation in turnout from one constituency to another. In the 1970 election, for instance, turnout in Britain ranged from 44–9 per cent in Stepney to 85–3 per cent in Cornwall North. Moreover, the variation in turnout has become greater in recent years. While the mean turnout in general elections has tended to fall, the standard deviation of turnout has increased steadily from 5–3 in the 1955 election to 6–9 in the 1970 election. With the exception of the Nuffield studies, however, there have been few attempts to investigate this variation. Political scientists have concentrated instead on describing and attempting to explain differences in turnout between different social and demographic groups.
