The Environmental Protection Agency (EPA) provides access to information on a variety of topics related to the environment and strives to inform citizens of health risks. The EPA also has an extensive library network that consists of 26 libraries throughout the United States, which provide access to a plethora of information to EPA employees, scientists, and researchers. The EPA implemented a reorganization project to digitize their materials so they would be more accessible to a wider range of users, but this plan was drastically accelerated when the EPA was threatened with a budget cut. It chose to close and reduce the hours and services of some of their libraries. As a result, the agency was accused of denying users the “right to know” by making information unavailable, not providing an adequate strategic plan, and discarding vital materials. This case study explores the background of the digitization project, the practices implemented, and the critiques of the project.

The proposed Update is for Test Methods for Evaluating Solid Waste, Physical/Chemical Methods, SW-846, Third Edition. Attached to the report is a list of methods included in the proposed update indicating whether the method is a new method, a partially revised method, or a totally revised method. Do not discard or replace any of the current pages in the SW-846 manual until the proposed update I package is promulgated. Until promulgation of the update package, the methods in the update package are not officially part of the SW-846 manual and thus do not carry the status of EPA-approved methods. In addition to the proposed Update, six finalized methods are included for immediate inclusion into the Third Edition of SW-846. Four methods, originally proposed October 1, 1984, will be finalized in a soon to be released rulemaking. They are, however, being submitted to subscribers for the first time in the update. These methods are 7211, 7381, 7461, and 7951. Two other methods were finalized in the 2nd Edition of SW-846. They were inadvertantly omitted from the 3rd Edition and are not being proposed as new. These methods are 7081 and 7761.

Populations of the teleost fish Fundulus heteroclitus appear to flourish in heavily polluted and geographically separated Superfund sites. Populations from three Superfund sites (New Bedford Harbor, MA, Newark Bay, NJ, and Elizabeth River, VA) have independently evolved adaptive resistance to chemical pollutants. In these polluted populations, natural selection likely has altered allele frequencies of loci that affect fitness or that are linked to these loci. The aim of this study was to identify loci that exhibit non-neutral behavior in the F. heteroclitus genome in polluted populations versus clean reference populations. To detect signatures of natural selection and thus identify genetic bases for adaptation to anthropogenic stressors, we examined allele frequencies for many hundreds of amplified fragment length polymorphism markers among populations of F. heteroclitus. Specifically, we contrasted populations from three Superfund sites (New Bedford Harbor, MA, Newark Bay, NJ, and Elizabeth River, VA) to clean reference populations flanking the polluted sites. When empirical FST values were compared to a simulated distribution of FST values, 24 distinct outlier loci were identified among pairwise comparisons of pollutant impacted F. heteroclitus populations and both surrounding reference populations. Upon removal of all outlier loci, there was a strong correlation (R2 = 0.79, p < 0.0001) between genetic and geographical distance. This apparently neutral evolutionary pattern was not evident when outlier loci were included (R2 = 0.092, p = 0.0721). Two outlier loci were shared between New Bedford Harbor and Elizabeth River populations, and two different loci were shared between Newark Bay and Elizabeth River populations. In total, 1% to 6% of loci are implicated as being under selection or linked to areas of the genome under selection in three F. heteroclitus populations that reside in polluted estuaries. Shared loci among polluted sites indicate that selection may be acting on multiple loci involved in adaptation, and loci shared between polluted sites potentially are involved in a generalized adaptive response.

The objectives of this study were to: quantify the present extent and magnitude of metals contamination in surface sediments in the Study Area, evaluate the contamination in the Study Area relative to a reference area and surrounding regional waterways, assess the potential for adverse effects to aquatic organisms, and identify spatial gradients in concentrations that may indicate potential point-sources of metals. We also examined the role of natural sediment characteristics in metals concentration variability. Study Area sediments were generally enriched in barium, cadmium, chromium, copper, lead, manganese, mercury, silver, selenium, and zinc relative to the reference area. The lower 6 miles of the tidal Passaic River, part of the New York/New Jersey (NY/NJ) Harbor Estuary system, are contaminated with a variety of organic and inorganic chemicals as a result of more than 150 years of heavy industrialization and urbanization. The River's ecology is substantially degraded due to habitat removal/alteration, and the organisms that reside in or utilize the River are exposed to and bioaccumulate chemicals from sediments and food web interactions. We quantify in this study the extent and magnitude of chemical contamination in several fish species (representing a range of trophic levels) and blue crab (Callinectes sapidus). In addition, the concentration of several contaminants of concern are compared to concentrations in similar organisms from other areas of the NY/NJ Harbor Estuary, as well as available tissue-based toxicological effects benchmarks that are reported in the literature.
