Abstract. In response to flood risk, design flood estimation is a cornerstone of planning, infrastructure design, setting of insurance premiums, and emergency response planning. Under stationary assumptions, flood guidance and the methods used in design flood estimation are firmly established in practice and mature in their theoretical foundations, but under climate change, guidance is still in its infancy. Human-caused climate change is influencing factors that contribute to flood risk such as rainfall extremes and soil moisture, and there is a need for updated flood guidance. However, a barrier to updating flood guidance is the translation of the science into practical application. For example, most science pertaining to historical changes to flood risk focuses on examining trends in annual maximum flood events or the application of non-stationary flood frequency analysis. Although this science is valuable, in practice, design flood estimation focuses on exceedance probabilities much rarer than annual maximum events, such as the 1 % annual exceedance probability event or even rarer, using rainfall-based procedures, at locations where there are few to no observations of streamflow. Here, we perform a systematic review to summarize the state-of-the-art understanding of the impact of climate change on design flood estimation in the Australian context, while also drawing on international literature. In addition, a meta-analysis, whereby results from multiple studies are combined, is conducted for extreme rainfall to provide quantitative estimates of possible future changes. This information is described in the context of contemporary design flood estimation practice to facilitate the inclusion of climate science into design flood estimation practice.


A systematic review of climate change science relevant to Australian design flood estimation

Rainfall intensity in the United Kingdom is projected to increase under climate change with significant implications for rainfall‐driven (combined pluvial and fluvial) flooding. In the UK, the current recommended best practice for estimating changes in pluvial flood hazard under climate change involves applying a simple percentage uplift to spatially uniform catchment rainfall, despite the known importance of the spatial and temporal characteristics of rainfall in the generation of pluvial floods. The UKCP Local Convective Permitting Model (CPM) has for the first time provided the capacity to assess changes in flood hazard using hourly, 2.2 km CPM precipitation data that varies in space and time. Here, we use an event set of ∼13,500 precipitation events across the three UKCP Local epochs (1981–2000, 2021–2040, and 2061–2080) to simulate rainfall‐driven flooding using the LISFLOOD‐FP hydrodynamic model at 20 m resolution over a 750 km2 area of Bristol and Bath, UK. We find that both the event set and uplift approaches indicate an increase in flood hazard under near‐term (2021–2040) and future (2061–2080) climate change. However, the event set produces markedly higher estimates of flood hazard when compared to the uplift approach, ranging from 19% to 49% higher depending on the return period. This suggests including the full spatiotemporal rainfall variability and its future change in rainfall‐driven flood modeling is critical for future flood risk assessment.

Future Change in Urban Flooding Using New Convection‐Permitting Climate Projections

Abstract The increase in extreme precipitation with global warming (GW) and associated uncertainties are major challenges for climate adaptation. To project future extreme precipitation on different time and intensity scales (return periods [RPs] from 1 to 100 a and durations from 1 h to 3 days), we use a novel convection‐permitting (CP), multi‐global climate model ensemble of COSMO‐CLM regional simulations with a transient projection time (1971–2100) over Germany. We find an added value of the CP scale (2.8 km) with respect to the representation of hourly extreme precipitation intensities compared to the coarser scale with parametrized deep convection (7 km). In general, the return levels (RLs) calculated from the CP simulations are in better agreement with those of the conventional observation‐based risk products for the region for short event durations than for longer durations, where an overestimation by the simulation‐based results was found. A maximum climate change signal of 6–8.5% increase per degree of GW is projected within the CP ensemble, with the largest changes expected for short durations and long RPs. Analysis of the uncertainty in the climate change signal shows a substantial residual standard deviation of a linear approximation, highlighting the need for transient data sets instead of time‐slice experiments to increase confidence in the estimates. Furthermore, the ensemble spread is found to be smallest for intensities of short duration, where changes are expected to be based mainly on thermodynamic contributions. The ensemble spread is larger for long, multi‐day durations, where a stronger dependence on the dynamical component is ascribed. In addition, an increase in spatial variance of the RLs with GW implies a more variable future climate and points to an increasing importance of accounting for uncertainties. 

Climate change signals of extreme precipitation return levels for Germany in a transient convection‐permitting simulation ensemble

Urbanization and climate change pose a critical challenge to stormwater management, particularly in rapidly developing cities. These cities experience increasingly impervious surfaces and more intense rainfall events. This study investigates the effectiveness of the existing drainage system in Lahore, Pakistan, a megacity challenged by rapid urbanization and the impacts of climate change. To address the lack of predefined storm patterns and limited historical rainfall records, we employed a well-established yet adaptable methodology. This methodology utilizes the log-Pearson type III (LPT-III) distribution and alternating block method (ABM) to create design hyetographs for various return periods. This study applied the stormwater management model (SWMM) to a representative community of 2.71 km2 to assess its drainage system capacity. Additionally, geographic information systems (GISs) were used for spatial analysis of flood risk mapping to identify flood-prone zones. The results indicate that the current drainage system, designed for a 2-year return period, is inadequate. For example, a 2-year storm produced a total flood volume of 0.07 million gallons, inundating approximately 60% of the study area. This study identified flood risk zones and highlighted the limitations of the system in handling future, more intense rainfall events. This study emphasizes the urgent need for infrastructure improvements to handle increased runoff volumes such as the integration of low-impact development practices. These nature-based solutions enhance infiltration, reduce runoff, and improve water quality, offering a sustainable approach to mitigating flood risks. Importantly, this study demonstrates that integrating LPT-III and ABM provides a robust and adaptable methodology for flood risk assessment. This approach is particularly effective in developing countries where data scarcity and diverse rainfall patterns may hinder traditional storm modeling techniques. Our findings reveal that the current drainage system is overwhelmed, with a 2-year storm exceeding its capacity resulting in extensive flooding, affecting over half of the area. The application of LPT-III and ABM improved the flood risk assessment by enabling the creation of more realistic design hyetographs for data-scarce regions, leading to more accurate identification of flood-prone areas.

A Novel GIS-SWMM-ABM Approach for Flood Risk Assessment in Data-Scarce Urban Drainage Systems

This study was conducted to analyse the occurrence of extreme rainfall and the dynamics of the atmosphere prior to the occurrence of extreme rainfall and flood events in South Sulawesi during September-October-November (South Sulawesi’s dry season). The data used is daily data for the period 2001-2020. Using 50 mm/day and the 90th percentile rainfall threshold of 119 rain stations distributed over 24 regencies, extreme rainfall events in each region were identified. Furthermore, after screening for extreme rainfall events followed by flood events, a composite analysis was carried out to obtain patterns of atmospheric conditions before the extreme rainfall events. The results of the study confirm that spatially, the highest extreme rainfall indices values dominate in the western and northern regions of South Sulawesi, both frequency and intensity indicators. Flood events in South Sulawesi during September-October-November 2001-2020 were recorded as 23 days, of which 19 days were the flood events after extreme rainfall events. The dynamics of the atmosphere before the extreme rainfall event followed by the flood event showed anomalies in precipitable water, 850 mb winds, and 200 mb winds. An increase in the amount of precipitable water and a wind speed of 850 mb, as well as a decrease in wind speed of 250 mb compared to normal in the South Sulawesi region and its surroundings, has resulted in an increase in the formation of rain clouds that have the potential to increase the chance of extreme rainfall.
