Transport Investment and Economic Development

Extreme events over the past decade in the USA, ranging from the 9/11 terror attacks to the 2003 Northeast power blackout to the 2005 hurricanes, have highlighted the urgent need to understand the interdependencies among civil infrastructure systems for more effective and efficient planning, design and operations. The need is further highlighted by the challenges arising from the capacity needs of rapid urbanization and the need to renew aging infrastructure. This paper proposes a generalized modeling framework that combines a multilayer network concept with a market-based economic approach to capture the interdependencies among various infrastructure systems with disparate physical and operational characteristics. Thereby, the various infrastructure systems are modeled as individual networks connected through links representing market interactions. The market interactions capture the various types of interdependencies through supply-demand mechanisms. The modeling framework uses a multilayer infrastructure network (MIN) concept, the computable general equilibrium (CGE) theory, and its spatial extension (SCGE), to formulate an equilibrium problem. The mapping between the modeling framework and the real-world context is discussed, followed by a description of the various model components. Numerical experiments are conducted to illustrate the capability of the model to capture various types of interdependencies and to provide insights on the importance of these interdependencies for real-world problems.

A generalized modeling framework to analyze interdependencies among infrastructure systems

Major transport infrastructure investment and regional economic development – An accessibility-based approach

This paper reviews the application of computable general equilibrium (CGE) models in empirical studies assessing the impact of transportation factors on tourism. The papers included in this review were searched via Google Scholar, Web of Science, and Scopus, and range in publication date from the first introduction of the CGE model by Johansen in 1960 to articles published in 2015. All of the reviewed studies utilized CGE models to assess the interactions among economic elements, transportation factors, and tourism. The results indicate that, among the 69 papers reviewed: 39 (56%) used CGE models to assess the interaction between tourism and the economy; 24 (35%) used the model to analyze the relationship between transportation and the economy; 4 (6%) focused on the interactions among transportation relevant factors, such as the interaction between oil prices and tourism; and only 2 papers (3%) assessed the direct interaction between transportation and tourism. This paper also argues that integrating transportation accessibility factors into CGE models will be a crucial factor in future research to properly assess the impact of transportation on tourism.

The effect of transportation on tourism promotion: Literature review on application of the Computable General Equilibrium (CGE) Model

This paper presents an analysis of an important component of the benefits of Federal-aid highway infrastructure investments in the U.S. Specifically, the focus is on the effects of those investments since 1950 on costs and productivity of firms in the U.S. road freight transport industry. Using a theoretical and statistical model of regional truck firm costs, the paper documents that the rapid growth of highway infrastructure that occurred between 1950 and 1973 had a strong and positive effect on productivity growth in trucking. Additionally, the results indicate that the benefits of these investments are substantial; large enough to justify between 33% and 50% of the cost of the Federal-aid highway system over this period on the basis of benefits to trucking alone.

This paper develops a framework for the economic analysis of highway projects that is then used to estimate the dynamic economic effects of a highway project on the economic growth and the regional disparity in Korea. The framework is composed of a transport model and a multiregional Computable General Equilibrium (CGE) model. The transport model measures a change in interregional shortest distances and the accessibility due to the highway project. The CGE model estimates the spatial economic effects of the project on GDP, the price, exports, and the regional distribution of wages and population. The simulation allows policy makers to determine which highway development deserves the priority for investment, based on consideration of economic growth and regional economic equity in the long run. The simulation found that all the highway projects have positive effects on GDP and export growth as well as regional equity in terms of wage and population.
