Effective Knowledge management program that include acquire, use, and leverage within the organization will help the success of economies in the future. However, most organizations attempt to focus on systems and tools, rather than on the critical part which is knowledge sharing within the organization. Knowledge sharing is vital in university because the majority of the employees are knowledge workers. This is a conceptual study on the enablers of knowledge sharing based on the soci- technical theory with a view to suggest how the theory can be applied to improve higher education system. The role of knowledge delivery personnel has to be emphasized in addition to technology. Socio-technical approach are studied which recognize interaction between social and technologies. This paper studies to identify the major problems that hinder KS pract.ice focusing on leadership role in higher education to develop collaborative work towards a goal to help overcome problems using technical aspects, involving people and processes.

The Effect of Socio-Technical Enablers on Knowledge Sharing in Institutions of Higher Learning: A Proposed Model

In the current knowledge economy, it is becoming crucial that higher education institutions (HEI) are able to identify and measure their knowledge assets bases as a way to achieve a competitive edge in the market. The purpose of this study is to assess the knowledge assets of HEI in Uganda by identifying and testing of the relative importance and ranking of the relevant knowledge assets indicators based on the categorization of human assets, structural assets and relational assets. The study identifies the key indicators to constitute the dimensions of the adapted framework which is then applied with the help of a questionnaire using descriptive analysis to test the relative importance and ranking of the knowledge asset indicators identified in achieving higher education goals. The main dimensions of knowledge assets indicators in higher education in Uganda are also determined using an exploratory factor analysis. The results from the case study highlight key knowledge assets indicators; provide insights into the relative importance and ranking of the proposed indicators; and identify the main dimensions of knowledge assets of HEI in Uganda. By proposing and empirically testing a framework for analyzing the knowledge assets strength and weaknesses of HEI, the study confirms the usefulness of the adapted framework and provides all the stakeholders with a direction for building a strong knowledge assets base so that prioritization of critical resources and performance measurements can be made to advance higher education goals.

In both academic and practically oriented literature as well as on the Internet, knowledge management is used much more frequently with respect to the business world, often in conjunction with "e-business" and "virtual organizations." It has been slow for higher education to adopt knowledge management. There is no doubt that higher education is both scholarly and operationally knowledge rich. Educational institutions are under immense pressure from governments and students to improve their effectiveness and accountability. Given the great importance in the application of knowledge management (KM) in higher education and a lot of activities in organizations, to our best knowledge there are less research and development activities in this application domain within the last few years. In this paper we want to explore how an integrated KM approach and the application of modern technologies are used to support higher educational institutions in modern learning settings.
