In recent decades, the issue of “Performance management of natural resources” has received increasing attention. To explore the optimization of performance management of natural resources is of great significance to the sustainable development of a country’s society and economy. Based on the relevant literature of “Performance management of natural resources” and “performance management and evaluation of nature resources” in Web of Science from 1990 to 2021, this study reviews the research progress of performance management of natural resources (including water resources) with the help of the CiteSpace V. Through literature review and inductive analysis, the authors found that the pursuit of sustainable utilization and management of natural resources has become the frontier direction of research. However, performance management of natural resources still lacks a general conceptual interpretation and analysis framework, and its evaluation system and methods still need to be further improved. The existing research on influencing factors of natural resources management performance still lacks depth, and the application of quantitative models needs to be strengthened in the future. The combination of research and quantitative models also needs to be further strengthened. Based on the existing literature and the practical experience of countries all over the world, this study constructs the research framework of performance management of natural resources for China. On the basis of multiple evaluation objectives, subjects and means, the authors describes the process and mechanism of performance management of natural resources, and gives some feasible evaluation methods for the performance management of natural resources, in order to provide decision support for the sustainable utilization of natural resources for China.

Performance Management of Natural Resources: A Systematic Review and Conceptual Framework for China

The transition towards a Water Circular Economy (WCE), in the sense of water reuse, demands cooperative governance and territorial rescaling to overcome fragmentations in sectors and water policies. While the transition is challenging for local governments and crosses economic sectors and spatial scales, Inter-Municipal Cooperation IMC is gaining popularity due to its ability to contribute additional human, financial, and technological resources. However, cooperative governance arrangements require studying its benefits and impacts in its context. This study explores how IMC is being considered as a governance arrangement for the transitions towards WCE by conducting a review of the literature. The findings indicate that IMC appears as a promising government arrangement for WCE because it incorporates several significant potentials, such as facilitating the conciliation of interests between agencies, stakeholder engagement, and effective land use for water management. The literature reflects that the success of IMC for the adoption of WCE requires the simultaneous consideration of a set of governance practices, the assurance of cost efficiency and financial balance, and the assessment of social and environmental consequences. Nevertheless, these dimensions are not equally addressed by the literature. While governance and efficiency are often referred to, the assessment of IMC experiences in the context of WCE is still poorly explored, deserving further research.

Governance Arrangements for Water Reuse: Assessing Emerging Trends for Inter-Municipal Cooperation through a Literature Review

This research aims to enhance the prediction of underwater wireless communication for underwater wireless sensor networks using Logistic Regression compared with Linear Regression Algorithms. To forecast the functionality of underwater wireless sensor networks Linear Regression and Novel Logistic Regression algorithms were used with different training and testing splits with Underwater Acoustic Wireless Sensor. A sample size of 20 (Each 10 from Group 1 and Group 2) is calculated by fixing a G-power of 0.8, alpha and beta values of 0.05 and 0.2, and a confidence interval of 95%. With a statistical significance value of 0.001 (p<0.05), Novel Logistic Regression (87.77% & 12.22%) outperforms Linear Regression (80.17% & 19.32%) in terms of accuracy and Loss which is statistically significant. The Underwater Wireless Communication efficiency were compared with the obtained results for Linear Regression, Logistic Regression proves to have higher accuracy.

Enhancing the Prediction of Underwater Wireless Communication using Machine Learning Techniques and Related Issues

The paper is devoted to the critical reconstruction of the policy network theory in contemporary political science. The number of issues that are still lacking in consensus among researchers are found in Russian policy network studies: the broad understanding of the terminology, limitations to theoretical and methodological grounds in application to Russian area of research, dominance of theoretical articles rather than empirical studies. The authors develop the definition that resolves the opaque understanding of the policy network term in Russian language. They define it as the formats of predominantly horizontal collaboration involving public bodies, private business entities, NGOs and/or uninstitutionalized citizens’ communities that participate in public governance procedures. The limitations of the policy network methodology that is caused by the crisis trends in positivist approach are also argued in the paper. The results of the meta-analysis of the policy network studies (N=37) are represented in the second part of the paper. The authors highlight three logics of the policy networks research: (1) the studies of the specific policy networks and focus on the concrete policies; (2) development of the methods of policy network analysis and their empirical tests; (3) focus on theoretical contribution to the policy network theory based on the empirical and comparative studies. Besides, the conceptualization of the approaches that may help the researchers to overcome theoretical and methodological limitations of the policy network theory is given.

Investigating how to manage natural resource performance more optimally is crucial for the long-term social and economic advancement of a nation. Enhancing the combination of research and quantitative models is also essential. This study builds research framework for natural resource performance management based on the body of current literature and the real-world experience of nations worldwide. In order to support decision-making for the sustainable use of natural resources, the authors describe the process and mechanism of performance management of natural resources and provide some workable evaluation methods based on a variety of evaluation objectives, subjects, and means.

A Systematic Review and Conceptual Framework for Natural Resource Performance Management

Existing studies rarely examine the relationship between network structure and network performance. To fill this research gap, this article collects inter-local collaboration network data from 41 cities in the Yangtze River Delta region of China from 2009 to 2015. Based on the institutional collective action framework and social capital theory, we propose bridging and bonding hypotheses regarding the impact of network structures on governance performance. We employ social network analysis and panel data regression models to test the hypotheses. The results show that the coefficients for closeness centrality and clustering coefficient are statistically significant in this analysis, Wuxi played a central role in the collaboration network and the region had formed a close partner network, confirming the positive effect of bridging and bonding network social capital structures on network performance.
