A literature study for DEA applied to energy and environment

A comprehensive interdisciplinary review of mine supply chain management

This study proposes a use of data envelopment analysis (DEA) to assess the performance of energy industries. The DEA is a nonparametric approach that does not assume any functional form for performance assessment. The purpose of this study is to discuss how DEA can examine the current energy industries and their trends in the world. The energy is separated into primary and secondary categories. The primary energy is classified into fossil and non-fossil fuels. The fossil fuels include oil, natural gas and coal, while the non-fossil ones include nuclear and renewable energies (e.g., solar, wind, biomass, water and others). Energy consumption is essential for developing economic prosperity in all nations. However, a use of various energy resources usually produces many different types of pollutions (e.g., air, soil and water pollutions), leading to a huge damage on our society and human health. Thus, it is important for us to understand a general trend of world energy when we consider various environmental issues. This study discusses electricity as a representative of secondary energy. It is not easy to maintain a high level of social balance, so-called sustainability between economic development and environmental protection. As the initial step for sustainability development, this study summarizes a general trend of energy whose consumption has been increasing along with an economic development and a population increase in the world. Along with discussing the trend of world energy, this study describes why DEA is useful as one of the methodologies to assess a social balance between economic success and environmental protection by identifying a level of efficiency, later referred to as “unified (operational and environmental) efficiency.” Thus, this study conveys the research necessity of DEA environmental assessment on energy and sustainability from a perspective of supply and demand on energy resources in the world.

energy needs, after fuel oil, which contributes 35%. The world energy demand, estimated over the period 1990 to 2030, is expanding at a cumulative annual growth rate (CAGR) of 1.7% (Schernikau, 2010, p. 14). This emphasizes the need for enhancing the production of existing mines, as well as opening new mines in order to increase the supply of coal. According to the 2011 International Energy Agency report, coal demand is projected to increase at a rate of 2.8% from 2010 to 2016. The demand will be driven primarily by countries outside of the Organisation for Economic Co-operation and Development (OECD, led by China and India, whose economies are growing rapidly. For example, China’s demand for coal for power stations is projected to grow at a CAGR of 5.2%. Mines are the only source of coal. Coal can be mined either by surface or underground mining methods the choice of which depends on both technical and economic evaluation results. Generally, a near-surface coal deposit is mined using surface mining methods, and a deep deposit by underground methods. Mining of coal begins once the mineable coal reserve is determined; depending on the chosen method, coal reserve is an input to the mine operations, and the output incudes coal which is stockpiled at the mine then supplied to the power station. For surface mines in particular, the other outputs include waste rock that deposited in waste dumps or in the mined-out areas. Coal for export undergoes cleaning in a washing plant to remove the organic matter and other impurities that may affect its quality in order to upgrade it to the requirement of the market. The entire operation can be presented in a simplified process as indicated in Figure 1. New surface coal mines can consider supplying coal to three types of markets, viz. local markets, export markets, or a combination of both local and export markets. Costs have to be estimated for a new mine to evaluate its competitive position compared with existing producers. Cost estimation has to be done using available information. Cost estimation practices affect the decisions made regarding new mine projects, and underestimating or overestimating costs can result in poor decision-making that may lead to considerable financial losses through, e.g., overcapitalization of the project, adverse effects on the share price, lower than expected return on investment, non-delivery on project expectations, capital items purchased affecting outputs, and high operating costs delaying positive cash flow. A proposed approach for modelling competitiveness of new surface coal mines

Mining is a competitive business with many players. The survival of a mine in the business is determined by its efficiency and cost-effectiveness relative to the other producers. Both new and operating mines should select optimal technical variables, such as the production rate, that will make them competitive, taking into account mine-unique project variables. This paper describes a model for estimating the technical efficiency of surface mine for coal supply to local and export. The application of the model and evaluation is shown using simulated data. It proposes a predictive model of the efficiency of a new project.
