Electricity subsidy reform in Indonesia: Demand-side effects on electricity use

Financial Incentives (FIs) for green buildings are a major component of energy policy planning and play a vital role in the promotion of sustainable development and carbon mitigation strategies. Despite the presence of numerous FIs in Canada, there is still a lack of understanding on their distribution and effectiveness. This review first investigates the FIs available for residential and commercial buildings in Canada, and then performs a comprehensive review of studies related to FIs' effectiveness evaluation. It is found that FIs for buildings in Canada can be distributed into four categories: tax, loans, grants, and rebates. Among these, rebates from utility providers are the most common and are administered in all provinces. In addition to these, special incentives are available for three end-users (low-income, aboriginal people, landlords and tenants) and for three types of buildings (heritage, non-profit and energy rated). A clear contrast is observed on FIs offered in three regulatory regimes (Federal, provincial and municipal). Four provinces (Alberta, British Columbia, Ontario and Quebec) are leading in green building efforts. The in-depth literature review was also used to develop an understanding on the criteria used in effectiveness evaluation and the factors impacting effectiveness. Based on the findings of different studies on FIs effectiveness, a generic approach for evaluation of FIs is proposed that can help in deploying successful FIs programs. The results of this review are of importance to the policymakers, government authorities, and utilities engaged in designing and improving FIs for energy efficient buildings.

Energy and carbon performance improvement in China's mining Industry:Evidence from the 11th and 12th five-year plan

China’s rapid economic growth causes a sharp increase in the demand for electricity. Electricity price in China is generally controlled at a low level by the government, leading to a substantial electricity subsidy. Electricity subsidy is the focus of energy price reform. It is also most closely linked with residential life and is a very sensitive issue to residents. This paper adopts the price-gap approach to estimate the scale of electricity subsidy and finds that in 2010, residential electricity subsidy in China amounted to 467.17 billion CNY (Chinese yuan), accounting for 1.17 % of GDP in that year. Subsequently, the paper estimates the impacts of residential electricity subsidy reform on the welfare of residents using the compensating variation (CV) measurement. The results show that if residential electricity price rises by 50, 100, 150, and 191 %, the CV should be 288.5, 394.2, 451.1, and 467.2 billion CNY, respectively. The residential electricity subsidy reform also has a moderating role in the rebound effect of electricity consumption. The direct rebound effect in China’s residential electricity consumption is 20 %. Electricity subsidy reform will raise terminal electricity price and restrain residential electricity consumption. Therefore, electricity subsidy reform should be an effective measure to mitigate the rebound effect.

Impacts of residential electricity subsidy reform in China

Coal as the main fuel for the heating industry exerts heavy burdens on China’s environment. Based on meta-frontier non-radial distance function, this paper estimates the total-factor unified integrated efficiency of the thermoelectric industry in 29 provinces and analyzes its dynamic changes using Malmquist index. Besides, the composition of the meta-frontier Malmquist unified integrated efficiency is further evaluated to analyze the spatial-temporal features of the thermoelectric industry. The results show that the average total-factor unified integrated efficiency of the thermoelectric industry in the northern and southern China is 0.572 and 0.587, respectively, over 1999–2014. Although the total-factor unified integrated efficiency of the thermoelectric industry tends to improve, technical progress plays different role in the north and the south. Improvement in the thermoelectric industry in the north mainly relies on technical efficiency, while improvement in the south mainly relies on technical progress. Technological catch-up in both the north and south is weak.
