Do environmental taxes reduce air pollution? Evidence from fossil-fuel power plants in China.

Regional differences and convergence of green innovation efficiency in China.

PurposeThe absence of government intervention and market supervision cannot effectively promote green process innovation in manufacturing industries. As a new government regulation approach, environmental taxes provide a platform to internalize the externality of environmental pollution. This paper empirically investigates the impact of environmental taxes on green process innovation and the moderating effects of industry pollution heterogeneity and green credit.Design/methodology/approachThis research collects manufacturing industry data ranging from 2008 to 2020, resulting in a total of 351 observations. Time-individual, two-way fixed effect models are constructed to examine the hypotheses.FindingsThe results indicate environmental taxes have an inverted-U effect on green process innovation in manufacturing industries. Implementation intensity of the current environmental taxes on China's manufacturing industries does not reach an inflection point. Further analysis suggests that environmental taxes exert influence on the inverted-U relationship with low-pollution industries displaying a steeper curvilinear pattern than high-pollution industries. Moreover, the analysis shows that green credit plays a moderating role in the inverted-U relationship, as low green credit provides more limited stimulus than high green credit in terms of the effect of environmental taxes on green process innovation.Research limitations/implicationsThis study offers empirical evidence to accommodate negative externalities of corporate production and provides new perspectives in nudging corporate green-process innovation.Originality/valueThis paper verifies the effect of environmental taxes on green process innovation amid industry pollution heterogeneity by introducing an industrial-level analysis unit. This study improves the means by which environmental taxes are measured. Existing literature has narrowly used pollution discharge fees as a proxy for environmental taxes. The authors have summed up the taxes on vehicle and vessels, urban land use, urban maintenance and construction, vehicle purchases, waste gas, wastewater and solid waste to measure the effect of environmental taxes in this study.

How do environmental taxes affect green process innovation? Evidence from the Chinese manufacturing industry

In the literature on the subject, it is argued that tax policy is one of the tools stimulating the transition toward sustainable economies. Public authorities can use two functions for this purpose: fiscal and non-fiscal functions. High emission rates and the rising rapid atmospheric changes that come with them are serious threats to the climate and sustainable development. Reducing greenhouse gas emissions is one of the goals towards which the world strives (including the EU), so as to keep a balance between people’s expectations, economic aspects, and the needs of the environment. Therefore, it is necessary to explain whether, along with other factors, environmental policy and its component “green taxes” can act as a factor in limiting greenhouse gas emissions. The purpose of this article is to seek an answer to the question of whether “green taxes” as an instrument of tax policy are a significant factor influencing climate change by contributing to reducing greenhouse gas emissions. This article attempts to identify the determinants of greenhouse gas emissions (the dependent variable) using the method of linear regression analysis. Multiple linear regression models are used to predict the value of the dependent variable based on the values of the independent variables (identified from the literature). Trading of CO2 emissions was not included in the analysis due to lack of data. The regression analysis was carried out using specialized statistical software (SPSS). The authors negatively verified the hypothesis that environmental taxes are a significant determinant of greenhouse gas emission reductions compared to the analyzed determinants. “Population”, “current and capital transfers for environmental protection”, and “supply, transformation and consumption of solid fossil fuels” are the most important factors influencing greenhouse gas emissions. Changing consumer behavior (as an effect of the non-fiscal function of taxes) appears to be an extremely important factor in reducing greenhouse gas emissions. Hence, the public authorities should promote behaviors conducive to their reduction by means of incentives, and not mainly taxation of negative behavior or fiscal incentives.

Determinants of Reducing Greenhouse Gas Emissions in European Union Countries

Livelihood transitions transformed households’ carbon footprint in the Three Gorges Reservoir area of China

Faced with increasing conflicts between economic and environmental development, it is extremely urgent to promote the green growth of enterprises. As an incentive environmental regulation measure, an environmental tax has been proven to effectively alleviate environmental problems and reduce corporate pollutant emissions. From the perspective of environmental tax equity and efficiency, this study collects more than 100,000 enterprises’ pollutant-discharge and pollutant-discharge fee data from 4300 pollutant disposal enterprises in Yunnan Province, China in 2017. The study analyzes the marginal abatement cost (MAC) of water pollution and air pollution in key industries by using the MAC accounting method. Under the three scenarios of low, medium and high tax rates set by the study, the study evaluates the applicable tax rates of environmental tax of enterprises under different tax rates. The main findings of the study are: (1) the MAC of pollutants in various industries is quite different in different industries; (2) the environmental tax rate of 2018 is generally low and is not enough to encourage enterprises to reduce more pollution; (3) most enterprises will not invest a large amount of funds to carry out technological transformation for green production, without the government’s mandatory environmental regulation measure. The study recommends that the government needs to increase the environmental tax rate, gradually approach the cost of corporate pollutant-treatment and force the technological transformation of enterprises. At the same time, the government itself needs to do a good job of tax neutrality, increase the compensation for environmental protection behaviors of enterprises, and encourage green development of enterprises. Finally, the taxation supervision should be strengthened, and the tax violations of enterprises should be checked strictly for avoidance of tax cuts against rules.

Analysis of the Applicable Rate of Environmental Tax through Different Tax Rate Scenarios in China

Sustainable development has become a global consensus, and green innovation is the key starting point, and it has become a ballast stone and stabilizer for regional ecological environmental protection and high-quality economic development. Based on GIS tools and multi-method models, this paper studies the spatio-temporal characteristics and influence mechanism of green innovation in three major urban agglomerations in China from 2010 to 2019 from the perspective of economic geography. The study found that: (1) the green innovation efficiency of the three major urban agglomerations in China is in a fluctuating upward trend as a whole, with obvious spatial disequilibrium; (2) from the spatial point of view, the characteristics of global spatial agglomeration distribution have positive spatial correlation, and the law of local spatial autocorrelation is obvious, and the spatio-temporal pattern transitions from “low efficiency, big difference” to “high efficiency, small difference” during the study period; (3) there are obvious spatial spillover and diffusion effects on the green innovation efficiency of the three major urban agglomerations in China as a whole. However, the spatial dependence of green innovation efficiency is inconsistent in China’s three major urban agglomerations; the YRD Urban region and the PRD Urban region show a positive impact, while the JJJ Urban region shows a negative impact; (4) the level of economic development, the operating environment of science and technology, and the guiding factors of government system function with significant differences and regional spatial heterogeneity on the efficiency of green innovation in the three major urban agglomerations in China.

Study on the Spatial and Temporal Evolution Patterns of Green Innovation Efficiency and Driving Factors in Three Major Urban Agglomerations in China—Based on the Perspective of Economic Geography

This paper aims to explore the evolution of bioenergy from a comprehensive and dynamic perspective and study how stakeholders in the industry exert influence during the development. Taking the development of bioenergy in the Yangtze River Delta as an example, the research builds a dynamic network of bioenergy stakeholders from a social network analysis method. This paper selects six typical cities and six stakeholder groups in the Yangtze River Delta to conduct field surveys and interviews. This study integrates social network analysis with multilevel perspective theory to analyse the evolution of bioenergy from a dynamic perspective. The results show that the relationship among the stakeholders is a network based on central stakeholders involved in the material flow and is affected by multiple peripheral stakeholders. Through the analysis of the dynamic evolution relationship between stakeholders, this paper reveals the existing problems during the development of bioenergy in the Yangtze River Delta. The research results also show that the development of bioenergy has the following characteristics: (i) It is initiated by technological development during the energy transition period; (ii) It is led by policy formulation; (iii) It has evolved with the development of material flow, marketing, infrastructure, and social awareness.

Analysis on the Dynamic Evolution of Bioenergy Industry in the Yangtze River Delta Based on Multilevel Social Network Theory

Exploring the interaction and coupling effects within the digital economy and eco-economic system resilience in urban agglomeration areas is conducive to promoting high-quality sustainable urban development. Based on the coupling effect perspective, we construct a coupling coordination and development system with multiple elements, information, and interaction flow. The JJJ urban agglomeration from 2010 to 2019 was used as the study sample. The spatiotemporal differences and spatial effects of the coupled coordination were evaluated by combining the tools of combined weight model, coupled coordination model, nuclear density estimation, and exploratory spatial data analysis. The main results can be summarized as follows. (1) From 2010 to 2019, the digital economic index and eco-economic system resilience index of JJJ urban agglomeration maintained an upward trend, and the time series characteristics of the two sides showed a significant positive correlation. Additionally, the overall digital economic development index is better than the resilience development index of the urban eco-economic system. (2) In terms of the type of coupling coordination, the JJJ region has experienced a dynamic evolution process from the imbalance in 2010 to the primary coordination in 2019. The coupling and coordinated development levels of Beijing and Tianjin are obviously better than those of Hebei Province as a whole. (3) The coupling coordination of the system shows certain characteristics of spatial agglomeration and distribution. The overall spatial pattern presents a development pattern with Beijing and Tianjin as the core, and the gap between the north and the south is gradually narrowing. (4) Spatial spillovers and diffusion effects are evident. However, the influential factors have significant differences in the coupling and coordinated development between this region and neighboring regions. The results may provide theoretical support for the continuous improvement of ecological environment quality and green sustainable economic efficiency in urban agglomeration. It provides decision-making reference for promoting regional synergistic development strategy and optimizing spatial pattern of regional integration.
