A number of social and cultural impacts of information technology are discussed, and the effect of changing technology on national informatic policies is illustrated. Information technology and the third world

The major constraints to the use of new information tech nology in the developing countries are identified and discus ssed, and related to the setting up of a computerised biblio graphic database system. Examples of existing systems are given to provide guidelines as to how new technology can successfully be used in the developing countries despite these constraints. It is concluded that staff training, international cooperation and socio-political aspects (attitudes) are the prior ity areas for attention by the developing countries. New tech nology can be successfully introduced only if there is the political will and all involved are fully committed to the idea.

The impact of new information technology in the developing countries

Administrative reform currently being undertaken in a number of developing countries is focusing on the introduction of microcomputers as a tool for the decentralization of rural development administration. Experience to date concerning these efforts reveals that the key determinants of successful implementation of the technology are associated with organizational factors rather than hardware and software. However, these factors have been inadequately addressed in the literature on information technology in developing countries and empirical research drawing on experience of individual projects in developing countries is needed. To this end, this paper describes the case of the Computerized Rural Information Systems Project (CRISP) which is a government initiative to promote decentralization of rural development management in India. The interaction between formal, government-approved guidelines for rural development management and informal practice at the local level is examined. The findings reveal that the diffusion of technology has not been accompanied with changes to local work, decision and administrative processes.

Policies for development assistance have undergone several changes in recent decades. These changes have affected the information needs in developing countries and the responses of aid agencies. The article outlines trends in assistance strategies and types of international organizations as sources of information transfer. The review concludes with information-related factors to be considered by technical assistance projects and implications for developing countries.

Information transfer as technical assistance for development

Less developed countries (LDCs) need appropriate information technology to support indigenous scientific and technical activities. The importance of information to scientific and technical achievement has already been recognized. Still lacking is a systematic approach to information technology transfer which considers the specific socioeconomic conditions of the recipient country. The author suggests adaptation of general systems methodology to the design of technology transfer mechanisms. Prior research is required into areas such as the determination of levels and interaction of socioeconomic conditions and the information infrastructure.
