March 2013. --- Technology, Evgeny Morozov proposes, can be a force for improvement – but only if we abandon the idea that it is necessarily revolutionary and instead genuinely interrogate why and how we are using it. Alison Powell finds that although the final chapter of this book provides some examples of thoughtful ways that technology could be used as a way of thinking through problems rather than as a panacea, Morozov does not develop his critique much beyond the superficial “it’s not all about the internet.”

Cet article met en avant les enjeux methodologiques et analytiques de la transnationalisation des politiques publiques pour la demarche comparative. Les recherches comparatives sur les politiques publiques, qui rencontrent un certain nombre d’obstacles methodologiques, ont egalement tendance a negliger les interactions transnationales et le changement. La prise en compte du transnational suppose, tout d’abord, de reconsiderer la problematique de la convergence, qui renvoie a des dimensions et a des processus multiples. Elle amene, ensuite, a effectuer une sociologie des acteurs intermediaires transnationaux qui font circuler les modeles et les outils de politiques publiques. Enfin, elle necessite de s’interesser aux processus de transfert, de traduction et d’hybridation qui permettent pleinement d’articuler la comparaison internationale avec la comparaison transnationale.

The terms ‘platform economy’ or ‘sharing economy’ have become widespread with the development of digital platforms like Uber. This economy is transforming capitalism and raising important questions about its nature. Is it a new process of embeddedness or is it the next step for deregulation following the crisis of the financialised regime of accumulation (RA)? Is it a possible new Growth Regime? Using the approach of the French Regulation school of thought, we describe the nature and transformations of the form of competition inherent in platforms. Although this may favour some forms of re-embeddedness, we show that it will accelerate some of the trends and characteristics of the institutional forms of the financialised RA and that it is an endogenous product of its crisis. This raises further questions and uncertainties related to the ability of platforms to generate stable long run growth due to the dysfunctionality of the mode of regulation and the conflicts it could generate.

Cet article cherche a faire progresser une recherche empirique en economie politique institutionnaliste en lui facilitant l'acces a des objets d'un interet majeur pour elle que sont les industries a travers deux propositions. 1) Le gouvernement des industries est une forme relativement autonome d'articulation des phenomenes micro et macro incarnee par une structure meso qui definit les conditions de vie proprement economiques d'une activite et le role qu'y jouent les institutions. 2) La reproduction de ce gouvernement n'est pensable qu'a condition d'engager un travail theorique sur les echelles qui y interviennent, ainsi que leurs (des)articulations, les conditions de leur validite, leur portee et leurs limites. Chacun de ces points est illustre par nos travaux empiriques en cours sur " le gouvernement europeen des industries ", et ceux de l'automobile et du vin en particulier.

Informe par une ontologie, une epistemologie et des concepts forges a l’aide d’une sociologie largement francaise, cet article propose de suivre dans l’abord des industries et de leur regulation en Europe une voie qui consiste a croiser les theories institutionnalistes developpees en economie industrielle et en analyse des politiques publiques. Il montre ensuite que transformer ce cadre d’analyse en questions de recherche empiriques interdisciplinaires incite a structurer des recherches systematiques sur le gouvernement europeen des industries. En incorporant une large palette d’organisations industrielles et politiques europeennes, cette strategie de recherche debouche enfin sur la formulation d’hypotheses cles sur la dynamique de ce gouvernement et, en particulier, sur le role qu’y joue la politique de la concurrence.

L’objectif de cet article est d’expliquer pourquoi et comment le developpement d’une architecture produit modulaire transforme l’organisation des industries A partir de l’exemple de l’automobile, nous montrons que la mise en modularite du design du produit est venue impacter la trajectoire de l’industrie chez les constructeurs (mouvement de desintegration verticale, reorganisations internes), chez les preneurs d’ordres (emergence d’une nouvelle classe d’equipementiers) et a l’inter-firmes (nouvelles formes de relations verticales et division internationale du travail) Les restructurations de l’industrie automobile ces dernieres annees sont ainsi reliees a la modification endogene des caracteristiques techniques des produits, ce qui au niveau theorique vient etayer l’hypothese miroir developpee par Colfer et Baldwin Dans la derniere partie, nous expliquons qu’une nouvelle periode modulaire est en cours d’ouverture chez certains constructeurs et nous evaluons de maniere critique la portee de cette nouvelle phase
