Climate change is increasing the likelihood and magnitude of disaster impacts. The nonprofit sector’s ability to address disaster survivors’ needs will become an increasingly important aspect of adapting to a changing climate. Disaster recovery also provides time for nonprofits to affect community resilience to future disasters and climate change. This article analyzes a unique phenomenon of the sector during disaster recovery: Long-term Recovery Groups. These groups are increasingly encouraged by government and national nonprofits, yet little academic research exists on them. We assess the existence and location of groups, their missions and tasks, and their legal structure. We find heterogeneity in structure and location but similarity in stated goals of addressing failures of government and private sector recovery practices. These groups emerge, as expected, in areas with disaster losses and in areas with slightly greater social vulnerability. Most groups, though, miss the opportunity to include climate change as part of their mission.

Resilience in Recovery? Understanding the Extent, Structure, and Operations of Nonprofits Meant to Address Disaster Survivors’ Unmet Needs

The purpose of this study is to analyze and compare the human suffering exacerbation processes in the coastal metropolitan areas of Nagoya, New Orleans and Metro Manila caused by 1959 Typhoon Isewan, 2005 Hurricane Katrina and 2009 Tropical Storm Ondoy, respectively, in order to understand disasters. The research method applied was firstly to create a timeline of each disaster process with disaster responses by referring to newspapers, literature, and others, then the facts were categorized with similar social conditions and government responses to establish a hypothesis. Field surveys were conducted to verify the hypothesis. The research outcome shows the human suffering exacerbation processes of these three large-scale disasters can be seen that the pattern of the process is the same; however, the duration and content of each disaster are quite different. These differences mainly depend on social backgrounds, disaster subculture, and disaster management by local and national governments. Based on the above research findings, a useful view for disaster investigation and disaster management is clarified, along with the possible contributions of disaster countermeasures’ timeline development, especially for the disaster management in metropolitan areas.

A comparative analysis of large-scale flood disasters

Problem, research strategy, and findingsScholars and practitioners have long called for more planning leadership in community disaster recovery. Yet, how planners perceive themselves in disaster recovery, understand recovery processes, and participate in recovery activities remains relatively unknown. A survey of APA members found that improvements are needed for the planning field to meet increasing societal disaster needs. Few respondents have participated in pre- or postdisaster recovery planning or see themselves as leaders in recovery. Pre- and postdisaster recovery plans lack broad integration of planning tools that could improve resilience and speed disaster recovery.Takeaway for practiceClarifying planners' potential roles in disaster recovery and how to use planning tools for recovery could help planners undertake enhanced proactive efforts and effective disaster recovery leadership positions that in turn foster resilience in their communities. The next generation of planners' education and training should include increased emphasis on disaster recovery and encouragement of specialization in hazard planning. This study highlights needed topics for this education and training, especially with respect to housing, funding, and implementation of planning tools in recovery. Our baseline data on planner recovery knowledge and experience will allow the field to assess its expertise and capacity to meet the challenges facing communities under a continually changing climate.

Planning for Disaster Recovery: Planner Perspectives and Experiences

Objective: Individuals leading nongovernmental organizations (NGOs) often lack adequate training to best serve their communities’ needs during disaster recovery even as they are often tasked with filling in gaps left by governmental and private resources. Thus, it is essential that education and training initiatives address NGO efforts specifically. This paper identifies training and education needs as proffered by organizational representatives that have themselves been involved in long-term recovery efforts following disasters in the past 10 years across Texas. Design, Setting, and Subjects: Qualitative interviews with nearly 100 local NGO representatives, government officials, and regional and state-level NGO representatives were conducted using purposive and snowball sampling. The participants conducted recovery activities in six different locations in Texas since 2008. Results: Many respondents noted that they had little experience in disaster recovery and a lack of understanding of what recovery involved. Interviewees identified needs for training including how to coordinate recovery tasks among multiple organizations and agencies (eg, who to involve, what skillsets are needed, what group structure should be formed), how to distribute financial and nonfinancial resources (eg, how to prioritize needs, how to distribute funds, who should receive funding), and how to manage media and external organizational attention. Conclusion: This paper provides recommendations for augmenting existing NGO training and educational activities and developing new training schemes offering practical advice from recovery leaders who have been on the frontline of recent disasters.
