Quick scan methods aim at a fast and transparent analysis of alternative solutions to planning problems in a situation of shortage of information. Theygenerate new knowledge about solutions in early stages of decision making and in 'creative experiments' in scenarioanalysis. The importance of quick scan methods is growing within the trend toward moreflexible and interactive approaches in decision making in policy and planning.This article presents a quick scan of alternative technology options to transport problems, in view of their adoption in the market. The technologiesinvolved represent good efforts to contribute to energy efficiency and a reduction of air pollutants. The perspectiveused in this quick scan is spatial by emphasizing the influence of spatial settlement patternsin scenario thinking on future transport.

Adoption of New Transport Technology: a Quick Scan Approach

This paper examines the development impacts of French TGV and analyzes its implications for China. It first provides the research background and introduces the relevance of European Spatial Development Perspective (ESDP) to the theme of China's coordinated urban and rural development and planning. The paper then reviews the most important literatures related to the development impacts of high-speed rail projects. Subsequently, the paper gives an overview of French TGV and assesses its transportation and non-transportation impacts. After briefly comparing the characteristics of China and France, the paper probes into the prospect of HSR development in China and proposes the “AAA” strategic toolbox (Agglomeration-related strategies, Access-related strategies, and Airports-related strategies) and implementation procedures to help China develop its HSR projects in a sustainable manner.

Development impacts of high-speed rail: French experience and Chinese implications

The German InterCity Express (ICE) is the product of a series of developments dating back to the late 1960s when the declining contribution of rail in Germany's rapidly growing transportation sector was first officially recognized. This generated a program to update the infrastructure and rolling stock, improve quality and service, differentiate market segments, identify matching products and integrate services, and restructure the Deutsche Bundesbahn. The ICE is one piece of the program to improve transportation in Germany. In comparison to other high-speed trains the ICE is the most comfortable, but it may not be as fast or as frequent. However it appears to be succeeding in its chosen market sector. Its future development, in comparison with its nearest competitor, the French TGV, should prove interesting.
