Huge social transformations and turbulent political events - 9/11 and the political murders of Pim Fortuyn and Theo van Gogh - have put urban issues high on the political agenda of the Netherlands. Against this background, the contributors to this volume bring the city in sight from various disciplinary perspectives and relate their research findings to both national and international debates on urban problems. In this way, City in Sight not only provides insight into the most urgent questions of contemporary cities in the Netherlands, but also how these relate to similar problems in other countries as well.

Colonial cities, postcolonial Africa and the world economy: a reinterpretation*

The links between the British economy and the world economy are becoming more important every year. As a result, change in Britain and the rest of the world is now directly related as never before. But British research on urban and regional change has been slow to take account of this fact and, in general, remains committed to a view of the world in which the British economy stops at the shoreline of Britain and the world economy appears as a set of ‘external factors' or ‘macrotrends in the economy’, or ‘international processes’ that are conjured up by the outside world and then fed into the British economy as something called ‘restructuring’. This parochial point of view, so inappropriate in the modern world, is illustrated by the Economic and Social Research Council Environment and Planning Committee document, “Research policy and priorities”.

Even without the urban riots of 1980–1, there would be little disagreement that one, if not the major change in British cities since the war has been in the ethnic composition of their populations. The Black and Asian population of Britain, estimated at some 2.1 million in mid 1980 by the Office of Population Censuses and Surveys, and forming 3.9 per cent of the total population, compared with under 1.4 million (2.5 per cent) in 1971 and some 200,000 in 1951. The concentration of this population into four or five major conurbations where, until economic crisis brought unemployment, there was a high demand for labour, means that anywhere between 1 in 10 to 1 in 20 inhabitants of many towns is of so-called ‘New Commonwealth’ and Pakistan origin; in certain London boroughs, depending on definition, the figure might be 30 per cent.
