Statistical Methods: An Introductory Text

The relevance of the issue, related to building an information infrastructure of technology transfer, is predetermined by the transformation of information into the most important resource of technological cooperation. At the same time, its effective functioning requires investment support on a regular basis. This paper addresses the establishment of regularities in the process of investing in the development of the information infrastructure of technology transfer and determining the rational volumes of these investments. This study was carried out in the context of the regional market, which is due to the territorial specificity of market processes, the peculiarity of information interaction among economic agents in a separate market.
The study results have identified the following patterns: the lower the transaction costs of technology transfer participants, the more productive the functioning of the information infrastructure; the more active the cooperation between the participants of technology transfer, the more investment revenues in the development of this infrastructure. Taking into consideration these patterns, a simulation model of the process of investing in the development of the information infrastructure of technology transfer has been built.
The proposed model was tested using an example of the real estate market in the Prydniprovskyi economic region of Ukraine. As a result of the simulation experiment, the optimal level of costs for the development of the information infrastructure for technology transfer has been established. It makes up 20 % of all available investment funds in this market. The proposed model could be adapted for other regional markets.
The results of this study could be useful for the system of state and regional management since they substantiate the directions of innovation policy formation and promote the development of technology transfer under the conditions of certain territorial systems

Investing in the development of information infrastructure for technology transfer under the conditions of a regional market

Objective: The aim of this study is to obtain information regarding how 54 universities in the Chungcheong region of Korea are conducting joint research among themselves. More specifically, the study aims to understand the network characteristics and main patterns according to which universities in the Chungcheong region are conducting joint research, and to obtain the information necessary to utilize the network structure between universities as a strategy for future regional development.&#x0D; Design/Meghodology/Appraoch: For this purpose, we investigated the number of joint research projects conducted among these 54 universities in 2022, thereby obtaining the most up-to-date information possible. Network analysis was performed based on the surveyed data.&#x0D; Result/Discussion: The research results show that a total of five clusters exist in the Chungcheong area. The universities that play a central role include KAIST, Chungnam National University, Chungbuk National University, Kongju University and Korea National University of Transportation.&#x0D; Conclusions: Because these universities constitute important bases in the region and have close links with neighbouring universities, they are expected to play an important role in future regional development.&#x0D; Originality/Value: One of the academic implications of this study is that it applied social network analysis methods to research-related partnerships between universities in the Chungcheong region to identify universities that play an important key role. 

An analysis of cooperation networks related to research projects between universities in the Chungcheong region in Korea: Suggestions for strengthening university networks

In the post-pandemic social and economic conditions, the proper assessment of the effectiveness of regional innovation systems (RISs) becomes a key endeavor. In our paper, we highlight the necessity to enhance the set of indicators used to evaluate the performance of regional innovation systems in countries with varying innovation capabilities. Specifically, we concentrate on examining case studies from the United States, Japan, China, and the Czech Republic, comparing their experiences with the current situation to innovations and innovation systems in Russia and drawing lessons for this country. Utilizing the Global Innovation Index (GII) rankings, we conduct an analysis of the characteristics of innovative progress and propose specific groups of indicators that can enhance the effectiveness of evaluating the innovative advancement of different regions. Moreover, we determine the need for uniqueness, flexibility, and adaptability of these based on the state’s strategic guidelines in the field of innovation and the innovative potential of the territory as well as the factors of external and internal influence. In addition, we conduct and present the results of the bibliometric network analysis of the research publications retrieved from the Web of Science (WoS) database using VOSViewer software and covering the role of regional innovation systems (RISs) in shaping up the national innovation systems (NISs) both in general terms and specifically applied to the case of Russia. Our results might be relevant for the stakeholders and policymakers who are engaged in promoting innovation, regional development, and sustainable economic growth, as well as for the academics working on the topics of innovation and economic development.

Improving the System of Indicators for Assessing the Effectiveness of Modern Regional Innovation Systems

The authors of the article hypothesize the positive impact of the global digitalization of business on the development of adaptive management of the company in a changing business environment. Based on a thorough analysis of recent publications on the subject of adaptive strategic management, it was found that under the conditions of digitalization of business relationships, indicative tools and flexible methods of management decisions are activated. The purpose of the article is to develop conceptual and applied foundations of adaptive strategic management in the context of digital transformation of business. To implement this goal, the authors justified the principles and approach of adaptive strategic management in the digitalization of business, systematized the actual methods of diagnostics of prerequisites for the implementation of the strategy, the choice and implementation of its optimal variant, defined the tools of adaptive management. Methodological basis of research are system-structural and dialectical methods to substantiate the essence of the processes of digitalization of the business environment and determine their impact on strategic decision-making; modeling to develop a mechanism for implementing adaptive strategies of companies; method of algorithmization, integrated approach and system analysis to develop a mechanism as a complete system and determine the sequence of its action. Scientific novelty of the study consists in the development of adaptive management mechanism of strategy implementation in an activated digital environment, promoting the spread of situational approach in management, updating of indicative tools, more flexible methodologies for management decisions. The mechanism of realization of the adaptive strategy assumes functioning of three subsystems: diagnostics of preconditions of realization of strategy, selection of an optimum variant of strategy and introduction of the strategic scenario. The authors have developed tools for subsystems, proposed methods to achieve the objectives, disclosed the functions in the overall mechanism. At the input to the mechanism are the interests of the client, determining the positioning of the company in the foreign and domestic market. As a result of the mechanism, the company adapts to the changing external environment, providing a stable competitive market position and operational action of all structural units, adequately and quickly responding to market conditions and changes. The authors also investigated the applied aspects of the mechanism's action, and listed its functions and tasks in the digital environment, as well as the resources for its functioning. The authors consider the complexity of counteracting the high risks of digitalization of business to be significant limitations of the mechanism, which determines new directions for further research and opportunities for improvement of the mechanism. The authors consider the risk management of adaptive strategies, the dissemination of indicative methods for diagnosing the digital environment, and the development of strategic adaptive management models to be promising directions for scientific developments in this area. The practical significance of the study lies in the possibility of using its results in the practice of management of modern companies in order to ensure sound management decisions and strategic development in the context of global digitalization of business.

Adaptive strategic management in a digital business environment

The intensification of innovations required system approach, including at the macro level, which resulted in creation of national innovation systems (NIS). Such systems are designed to support and ensure innovation processes, including creation of favorable conditions for interaction of their different actors (various kinds of business; universities; scientific institutions; state). Each of the actors performs its own role in NIS, which contributes to the total innovation productivity. Methodology. Universities playing a specific role in NIS are an integral subject of innovative activity. Despite considerable attention to this problematics, this role is disclosed in a fragmented manner. Therefore, the research is focused on clarification of theoretical and methodological background to study of the role of universities in NIS, justification of the evolution of universities and definition of their functions in the NIS structure, specification of the key aspects of the disclosure of this role implementation. Results. This paper highlights the increasing importance of education in innovation processes and changed requirements to it, which causes respective changes in curricula, organizational models and approaches to external cooperation with science and business. In this context, the paper discloses the key aspects of interaction between universities and entrepreneurial sector, as well as evolution of universities by a number of features (dominant functions of science; universities as knowledge providers; universities as providers of high-skilled employees; universities as mobilizers of entrepreneurs). The major contradictions of the concept of entrepreneurial university are highlighted. Practical implications. The paper describes the key functions of universities in NIS, including education, RD providers of innovations for economy; platform for cooperation; concentrators of resources needed for innovations; mechanism for knowledge transfer and source of skills; pillars of the advanced science and providers of new knowledge. In this context, the emphasis is laid on the need to develop resource and infrastructural potential of universities as well as innovation capabilities. Value/ originality. When summarzing the functions of universities, it is suggested taking into consideration the impact of university activities on the local economic development (regional, urban economy), and considering their role in interaction with international environment. A number of practical recommendations to improve the efficiency of educational and innovative activities in NIS are identified. This will be a basis for future researches.

The role of universities in the national innovation system

An attempt to offer a methodology for analyzing the business environment as in a global context (of the world) as in regional level (of Ukraine), which would come from an empirical base provided by domestic world analytical organizations of the public and private sectors of the economy was made. Methodology. As part of the methodology of assessment of the level of development of the world business environment, the author conducted a preliminary analysis of twenty-five indices examined their constituents in order to avoid duplication of index components which would lead to a distortion of research results. As part of the regional methodology, an 8-stage algorithm was proposed for assessing the level of development of the business environment of the regions of Ukraine based on 40 selected and reasonable indicators that cover 7 main areas and reflect various aspects of the business environment. Results. Nine proposed indices that are in complex, its component composition, are not overlapping and complementary, so reflect and provide a quantitative description of each of the multiple facets of this phenomenon as the world business environment. An integral estimation of the business environment of Ukraine in a regional context has been carried out; an integral index of the level of development of the business environment of a region has been calculated; both of them can act as the objective quantitative criteria for the formation of regional clusters. Objective characteristics of the business climate of a certain territory (in our case, region or group of regions) are obtained. Practical implications. Following the proposed method, the analysis of the level of development of the business environment of 70 countries in the classification limits introduced by the author in previous studies (European, North American, Latin American, African, Far Eastern, Islamic, Indian, ocean), in order to further clustering and graphical interpretation of the results. The group of leaders is formed by countries that relate to different models of the business environment. The countries of the European model are Germany, Great Britain, Sweden, the Netherlands and Austria. North American model: Canada and the United States of America. Representative of the Far Eastern model is Japan, as well as Australia which belongs to other models. The group of outsiders include countries that have a poor integrated index of business environment development, they are representatives of the African (Angola, Congo, Chad), Islamic (Syria, Somalia, Sudan) and Island (Polynesia) models. The results of analyzing of the business environment of the regions of Ukraine show that in 2017 Lviv, Kyiv region became a cluster of high development. The index of development the business environment, calculated by us, proves the extremely expressed polarization and unevenness of the processes of development of territories. Value/originality. The results obtained with graphical and formulaic interpretation make it possible to understand the сondition, problems, prospects of their overcoming, to outline directions of further development and opportunities to support the business environment in the regional and global context.
