The laboratory mouse shares the majority of its protein-coding genes with humans, making it the premier model organism in biomedical research, yet the two mammals differ in significant ways. To gain greater insights into both shared and species-specific transcriptional and cellular regulatory programs in the mouse, the Mouse ENCODE Consortium has mapped transcription, DNase I hypersensitivity, transcription factor binding, chromatin modifications and replication domains throughout the mouse genome in diverse cell and tissue types. By comparing with the human genome, we not only confirm substantial conservation in the newly annotated potential functional sequences, but also find a large degree of divergence of sequences involved in transcriptional regulation, chromatin state and higher order chromatin organization. Our results illuminate the wide range of evolutionary forces acting on genes and their regulatory regions, and provide a general resource for research into mammalian biology and mechanisms of human diseases.

This chapter considers how harms against nonhuman animals have been documented in criminological research, associated challenges and implications for future research. The development of animal abuse research is examined and contributions from studies identifying, defining and measuring harm to nonhuman animals are discussed. It finds that although animal welfare laws exist in most countries, legislation typically addresses a few crimes against some nonhuman animals. Protections are limited because most harms are legal, falling outside the remit of mainstream criminology. Historically, few criminological studies have adopted an animal-centred nonspeciesist approach, contributing to a legacy of speciesism in social institutions, academia included. The development of animal abuse and critical animal studies challenges the status quo, greatly expanding concepts of victimology, while highlighting a broader spectrum of harms including interpersonal violence and everyday routine harms which exploit and kill nonhuman animals in their millions. These studies shine a light on the voiceless long-suffering nonhuman animal victims and the unique challenges facing animal abuse researchers.

Documenting Harm to the Voiceless: Researching Animal Abuse

The phenomenon of animal abuse in science can be traced back to antiquity. However, the significant rise in the current use of animals in research and testing is due in large part to outdated legal requirements and rampant scientific curiosity. While society at large is generally uncomfortable with unnecessary animal suffering, animal researchers are able to receive continued funding for controversial animal experiments by exploiting ‘speciesism’ and public ignorance about the perceived need to use animals for the development of new treatments for human disease. The first part of this chapter considers the legal basis for animal abuse in science, focussing on EU law. The second part of this chapter considers the nature and prevalence of animal abuse in science, focussing on fundamental research (aka basic or ‘curiosity driven’ research) and regulatory toxicology. The chapter concludes that the biggest obstacle to the replacement of animals in laboratories is not a lack of innovative technology, particularly with the development of alternative testing methods, rather communicating a complex message about these alternatives to ‘non-scientific’ politicians and policy makers and the general misinterpretation and lack of awareness about the law.
