Abstract Ocean sustainability initiatives – in research, policy, management and development – will be more effective in delivering comprehensive benefits when they proactively engage with, invest in and use social knowledge. We synthesize five intervention areas for social engagement and collaboration with marine social scientists, and in doing so we appeal to all ocean science disciplines and non-academics working in ocean initiatives in industry, government, funding agencies and civil society. The five social intervention areas are: (1) Using ethics to guide decision-making, (2) Improving governance, (3) Aligning human behavior with goals and values, (4) Addressing impacts on people, and (5) Building transdisciplinary partnerships and co-producing sustainability transformation pathways. These focal areas can guide the four phases of most ocean sustainability initiatives (Intention, Design, Implementation, Evaluation) to improve social benefits and avoid harm. Early integration of social knowledge from the five areas during intention setting and design phases offers the deepest potential for delivering benefits. Later stage collaborations can leverage opportunities in existing projects to reflect and learn while improving impact assessments, transparency and reporting for future activities. 

Five social science intervention areas for ocean sustainability initiatives

Knowledge exchange (KE) between research and decision‐making is increasingly demanded for tackling environmental challenges, yet there is still much to learn about how to enable that effectively. Here, we analyze a distributor of research funding (i.e., the Australian National Environmental Science Program Marine Biodiversity Hub (‘the hub’)) which actively coordinated KE between researchers and state‐ and Commonwealth Government end‐users. Through 30 in‐depth qualitative interviews with researchers, hub executives and end‐users we identify enablers of KE engagement, compare what researchers and decision‐makers found most important, and highlight what research programs and funding organizations can learn from this case study. Through an evolution of programs, the hub had a strong governance structure, co‐identified priority setting, and funding for emerging priorities. Additional enablers were a legacy of longstanding interpersonal working relationships, regular engagement, knowledge brokering roles, and the nationally trusted role of the hub. Researchers more so than end‐users found trust, the focus on clear end‐user needs as well as the hub's governance and progress‐monitoring key to success. End‐users more often indicated the early engagement, collaborative nature, and flexibility to adjust as important assets to effective interaction. Visions for future KE included better engagement of Traditional Owners, streamlining direct access to expertise, more accessible outputs, and earlier involvement of researchers in policy development. In sum, we find that time (e.g., pre‐story, early engagement) and boundary roles (e.g., knowledge brokering individuals, engaged research funders or coordinators) are key to success underlining that there are substantial components to KE success that can be nurtured and planned for.

Enabling successful science‐policy knowledge exchange between marine biodiversity research and management: An Australian case study

: Historical ecology draws on a broad range of information sources and methods to provide insight into ecological and social change, especially over the past ~ 12 000 yr. While its results are often relevant to conservation and restoration, insights from its diverse disciplines, environments, and geographies have frequently remained siloed or underrepresented, restricting their full potential. Here, scholars and practitioners working in marine, freshwater, and terrestrial environments on 6 continents and various archipelagoes synthesize knowledge from the fields of history, anthropology, paleontology, and ecology with the goal of describing global research priorities for historical ecology to influence conservation. We used a structured decision-making process to identify and address questions in 4 key priority areas: (1) methods and concepts, (2) knowledge co-production and community engagement, (3) policy and management, and (4) climate change impacts. This work highlights the ways that historical ecology has developed and matured in its use of novel information sources, efforts to move beyond extractive research practices and toward knowledge co-production, and application to management challenges including climate change. We demonstrate the ways that this field has brought together researchers across disciplines, connected academics to practitioners, and engaged communities to create and apply knowledge of the past to address the challenges of our shared future.

Global research priorities for historical ecology to inform conservation

The management of oceans and coasts needs to be informed by the best available knowledge. One way to support that is through interactive knowledge exchange (KE). Over the last decade, KE strategies have been shared with the marine research community, however, it is unclear whether this has led to recent (i.e., since 2015) progress. Through a systematic review of 60 recent academic articles applying or evaluating marine science-policy KE we synthesize trends in strategies, reasons for using a specific strategy, enablers, achievements, and evaluation. Most articles located were from North America, routinely included local actors or organizations, and spanned different governance levels. In addition to knowledge co-production and boundary organizations as well-established strategies, research networks and engaged funders coordinating and supporting science-policy KE played an increasing role. However, studies rarely provided reasons for why they adopted a specific KE approach within their given context. Achievements of KE are becoming more broadly understood and, among others, included the generation of new knowledge and impact on management or individuals. Factors that enable such achievements are a key area of progress in the literature. Individual case studies referred to the process level (e.g., practical collaboration, inclusive participation and equity, clear goals, continuity), interpersonal level (e.g., trust building, relationships, regular face-to-face contact), and individual level (e.g., skillsets, understanding, champions, facilitators). The measures to evaluate the effectiveness of KE were predominately qualitative (e.g., relevance of knowledge, use of knowledge in management, individual conceptual impacts, and level of engagement). It is increasingly understood what diversity of impacts to look for and unfold ways for more purposeful evaluation. In conclusion, much progress has been made in recent years, and we identify ten further research needs around the inclusivity, institutionalization, strategy selection, and efficiency of KE approaches to support evidence-informed ocean and coastal management. 

Knowledge exchange at the interface of marine science and policy: A review of progress and research needs


 Understanding social-ecological systems (SESs) is an important part of ecosystem-based management (EBM). One of the main decision support frameworks to develop scientific advice for EBM is integrated ecosystem assessments (IEAs). Human dimensions in SESs are primarily captured through indicators derived from three social sciences: economics, anthropology, and sociology. The breadth of social sciences and humanities (SSH) research is much greater than those three fields, but they are generally underused in natural science-based decision support processes such as IEAs. Greater contributions of SSHs can enhance IEAs through various direct (e.g. to develop indicators) and indirect ways (e.g. to establish and maintain ethical practices). We examine a wider range of SSH disciplines and conclude that scientific advice processes that inform EBM can benefit from broader integration of SSH theories and methods through themes of contextualizing, facilitating, communicating, evaluating, and anticipating. We see this an opportunity to both widen the vocabulary used to describe social scientists and those who work in humanities in IEAs, and apply the underlying worldviews used to conduct SSH research to fundamentally enhance the IEA process and to further progress in EBM.

Expanding the scope and roles of social sciences and humanities to support integrated ecosystem assessments and ecosystem-based management

The need to diversify science includes increasing both the diversity of science practitioners and the voices included in decision-making processes. Indigenous communities have been sought out to provide Indigenous knowledge to mainstream science research programs. As working across the mainstream science and community boundary is increasingly codified into the future of natural sciences, models for equitable collaboration and roles within project structures are needed. The goal of this project is to present a framework for collaboration between mainstream science and Indigenous communities. Specifically, we are addressing an under-recognized role central to partnership, a boundary spanner, who acts as the fulcrum facilitating collaboration. To better understand the role of boundary spanners in collaborative projects, we engaged six boundary spanners who participated in semi-structured interviews and workshops. Emergent common experiences and perspectives of how boundary spanners can be supported and their role in collaborative projects were defined and articulated. The boundary spanners identified 10 characteristics that contribute to equitable partnership between mainstream science and Indigenous communities. From the perspective of the boundary spanners, they detailed how collaborative projects can be structured to increase long-term partnerships and community support of research projects. Equitable collaboration between Indigenous communities and mainstream science is frequently only achieved when individuals at the interface of the mainstream science and Indigenous community have a high level of cultural competency. Equally important is the support provided to the boundary spanners and early engagement of partner Indigenous communities. Through the use of story and metaphor, we highlight the voices of boundary spanners and how their contributions can best be used.
