Lobbying and Policy Change: Who Wins, Who Loses, and Why

Undernutrition, obesity, climate change, and freshwater depletion share food and agricultural systems as an underlying driver. Efforts to more closely align dietary patterns with sustainability and health goals could be better informed with data covering the spectrum of countries characterized by over- and undernutrition. Here, we model the greenhouse gas (GHG) and water footprints of nine increasingly plant-forward diets, aligned with criteria for a healthy diet, specific to 140 countries. Results varied widely by country due to differences in: nutritional adjustments, baseline consumption patterns from which modeled diets were derived, import patterns, and the GHG- and water-intensities of foods by country of origin. Relative to exclusively plant-based (vegan) diets, diets comprised of plant foods with modest amounts of low-food chain animals (i.e., forage fish, bivalve mollusks, insects) had comparably small GHG and water footprints. In 95 percent of countries, diets that only included animal products for one meal per day were less GHG-intensive than lacto-ovo vegetarian diets (in which terrestrial and aquatic meats were eliminated entirely) in part due to the GHG-intensity of dairy foods. The relatively optimal choices among modeled diets otherwise varied across countries, in part due to contributions from deforestation (e.g., for feed production and grazing lands) and highly freshwater-intensive forms of aquaculture. Globally, modest plant-forward shifts (e.g., to low red meat diets) were offset by modeled increases in protein and caloric intake among undernourished populations, resulting in net increases in GHG and water footprints. These and other findings highlight the importance of trade, culture, and nutrition in diet footprint analyses. The country-specific results presented here could provide nutritionally-viable pathways for high-meat consuming countries as well as transitioning countries that might otherwise adopt the Western dietary pattern.

Over the past decade, there has been growing interest in the development and production of plant-based and cell-based alternatives to farmed meat. Although promoted for their capacity to avoid or reduce the environmental, animal welfare, and, in some cases, public health problems associated with farmed meat production and consumption, little research has critically evaluated the broader potential public health and food systems implications associated with meat alternatives. This review explores key public health, environmental, animal welfare, economic, and policy implications related to the production and consumption of plant-based meat substitutes and cell-based meats, and how they compare to those associated with farmed meat production. Based on the limited evidence to date, it is unknown whether replacing farmed meats with plant-based substitutes would offer comparable nutritional or chronic disease reduction benefits as replacing meats with whole legumes. Production of plant-based substitutes, however, may involve smaller environmental impacts compared to the production of farmed meats, though the relative impacts differ significantly depending on the type of products under comparison. Research to date suggests that many of the purported environmental and health benefits of cell-based meat are largely speculative. Demand for both plant-based substitutes and cell-based meats may significantly reduce dependence on livestock to be raised and slaughtered for meat production, although cell-based meats will require further technological developments to completely remove animal-based inputs. The broader socioeconomic and political implications of replacing farmed meat with meat alternatives merit further research. An additional factor to consider is that much of the existing research on plant-based substitutes and cell-based meats has been funded or commissioned by companies developing these products, or by other organizations promoting these products. This review has revealed a number of research gaps that merit further exploration, ideally with independently funded peer-reviewed studies, to further inform the conversation around the development and commercialization of plant-based substitutes and cell-based meats.

Considering Plant-Based Meat Substitutes and Cell-Based Meats: A Public Health and Food Systems Perspective

Most infectious diseases in humans originate from animals. In this paper, we explore the role of animal farming and meat consumption in the emergence and amplification of infectious diseases. First, we discuss how meat production increases epidemic risks, either directly through increased contact with wild and farmed animals or indirectly through its impact on the environment (e.g., biodiversity loss, water use, climate change). Traditional food systems such as bushmeat and backyard farming increase the risks of disease transmission from wild animals, while intensive farming amplifies the impact of the disease due to the high density, genetic proximity, increased immunodeficiency, and live transport of farmed animals. Second, we describe the various direct and indirect costs of animal-based infectious diseases, and in particular, how these diseases can negatively impact the economy and the environment. Last, we discuss policies to reduce the social costs of infectious diseases. While existing regulatory frameworks such as the "One Health" approach focus on increasing farms' biosecurity and emergency preparedness, we emphasize the need to better align stakeholders' incentives and to reduce meat consumption. We discuss in particular the implementation of a "zoonotic" Pigouvian tax, and innovations such as insect-based food or cultured meat.
