This article is a compilation of interdisciplinary studies aimed at ensuring the environmental, political, and economic sustainability of oil and gas-producing countries with a focus on areas with many years of permafrost. One of the main concepts adopted in this research was the desire to show that confronting various energy lobbies is not mandatory and that it is necessary to find compromises by finding and introducing innovative technologies for integrated development for the benefit of society, industry, and the state. This is particularly relevant due to the increasing share of hard-to-recover hydrocarbon reserves, widely represented in the fields of the Eastern Siberian Arctic, and because Russia is the leader in flare emissions. We thus present the relevance of using these gases as industrial waste while reducing the carbon footprint. The technology of biofuel production based on the use of supercritical liquid extraction in a well extractor is presented as a result of the development of the presented experimental devices representing the investigation of the processes of extraction in wells and reactors for the distillation of hydrocarbons from heavy oil components. The obtained yield of the desired product (hydrogen) of the thermocatalytic pyrolysis of the test extract was in the range of 44 to 118 L/h, depending on the catalyst. This information can help inform the direction of future ecological engineering activities in the Eastern Siberian Arctic region.

Hundreds of thousands of documented and undocumented orphaned oil and gas wells exist in the United States (U.S.). These wells have the potential to contaminate water supplies, degrade ecosystems, and emit methane and other air pollutants. Thus, orphaned wells present risks to climate stability and to environmental and human health, which can be reduced by plugging. To quantify environmental risks and opportunities of well plugging at the national level, we analyze data on 81 857 documented orphaned wells across the U.S. We find that > 4.6 million people live within 1 km of a documented orphaned well. 35% of the documented orphaned wells are located within 1 km of a domestic groundwater well, yet only 8% of the wells have groundwater quality data within a 1 km radius. Methane emissions from the documented orphaned wells represent approximately 3%–6% of total U.S. methane emissions from abandoned oil and gas wells, but this estimate is based on measurements at < 0.03% of U.S. abandoned wells. 91% of the documented orphaned wells overlie formations favorable for geologic storage of carbon dioxide and hydrogen, meaning that orphaned well plugging can reduce leakage risks from future storage projects. Finally, we estimate plugging costs for documented orphaned wells to exceed the $4.7 billion federal funding by 30%–80%, emphasizing the importance of prioritizing federal spending on wells with large remediation benefits. Overall, environmental monitoring data are not extensive enough to quantify risks, especially those related to air and water quality and human health. Plugging orphaned wells can provide opportunities for geologic storage of carbon dioxide and hydrogen and geothermal energy development, thereby facilitating efforts to transition to net-zero energy systems. Our analysis on environmental risks and opportunities of orphaned wells provides a framework that can be used to manage the millions of documented and undocumented orphaned wells in the U.S. and abroad.

Environmental risks and opportunities of orphaned oil and gas wells in the United States

Millions of abandoned oil and gas wells are scattered across the United States, causing methane emissions and other environmental hazards. Governments are increasingly interested in decommissioning these wells but want to do so efficiently. However, information on the costs of decommissioning wells is very limited. In this analysis, we provide new cost estimates for decommissioning oil and gas wells and key cost drivers. We analyze data from up to 19,500 wells and find median decommissioning costs are roughly $20,000 for plugging only and $76,000 for plugging and surface reclamation. In rare cases, costs exceed $1 million per well. Each additional 1,000 feet of well depth increases costs by 20%, older wells are more costly than newer ones, natural gas wells are 9% more expensive than wells that produce oil, and costs vary widely by state. Surface characteristics also matter: each additional 10 feet of elevation change in the 5-acre area surrounding the well raises costs by 3%. Finally, we find that contracting in bulk pays: each additional well per contract reduces decommissioning costs by 3% per well. These findings suggest that regulators can adjust bonding requirements to better match the characteristics of each well.
