Researchers and practitioners have recently paid great attention to research and development (RD specifically, we investigate if and how the design of the PMS is influenced by the type of activity it is applied to, namely Basic and Applied Research or new product development (NPD). We first develop a theoretical framework that comprises the main constitutive elements of a PMS for R&D. Then the framework is used for supporting a multiple case study analysis involving eight Italian technology-intensive firms. The research results show that the criteria for designing the constitutive elements of the PMS are radically different in Basic and Applied Research and NPD. The reasons behind the observed dissimilarities in the design criteria are widely discussed in the paper, as well as their implications for R&D managers.

Exploring the differences in performance measurement between research and development: evidence from a multiple case study

Nowadays, the Italian science sector is undergoing a strategic reform due to budget cuts and there is a need for measuring and evaluating research performance of public research institutes. This research presents a new measure to assess the scientific research performance of public research institutes. The new model is successfully applied to 108 public research institutes belonging to the Italian National Research Council, using data from year 2003 and displays the laboratories with high/low performance. The results are substantially stronger and quicker to obtain than those calculated by using conventional indicators. This model supports the policy-makers, who must decide about the level and direction of public funding for research and technology transfer.

A scientometric model for the assessment of scientific research performance within public institutes

Research evaluation of public institutes is important for measuring the performance of the science sector and improving the cost effectiveness and efficiency of public resource allocation. The purpose of this article is to construct a means of classifying publicly-funded R&D institutions and their performance (high or low). The main findings are two research performance functions, created using discriminant analysis with direct and Wilks methods, which have been successfully applied to 200 public research institutes belonging to the Italian National Research Council. The large number of indicators used within the models creates a macro index that produce, as output, the research performance score. The data analysed is from the 2001 period. The results show that 22.5% of public labs fall into the ‘high performance institute’ bracket and that they have a site larger than ‘low performance institutes’. The models are useful tools for decision making within the research bodies and for reducing X-inefficiency.

New Models for Measuring the R&D Performance and Identifying the Productivity of Public Research Institutes

This paper describes the experience andresults of programs designed tooperationalize the technology transferprovisions of the United Nations FrameworkConvention on Climate Change (UNFCCC). These programs share a common goal ofdemonstrating modalities for developedcountry parties to fulfill their obligationunder the UNFCCC to supporttechnology transfer to developing countryparties that facilitates theirparticipation in global efforts to combatclimate changes. Several related U.S.bilateral programs and programs supportedby the Climate Technology Initiative, amultilateral effort on behalf of a numberof Organization for Economic Cooperation and Development (OECD) countries, are included in thisreview. The discussion highlights a numberof common elements of the approaches ofmany of these programs as well as somedifferences. It presents case studies thatfocus on methods and results in China,Mexico, and Southern Africa, and cataloguesand describes the implementation activitiesand results that these programs haveachieved. It concludes by assessing theimplications of this experience for theinternational community as it moves forwardwith the climate change technology transferenterprise.

Clean energy technology transfer: A review of programs under the UNFCCC

This study analyzes the efficiency and productivity change within government subsidy recipients of a national technology innovation research and development (R&D) program. We examine 6,990 government-sponsored, completed R&D projects during the last three performance follow-up survey years from 2010 to 2012, and present a design of the sample of panel data to cope with the typical R&D performance time lag using a set of massive observations associated with completed R&D projects for the past 7 years from 2005 to 2011. In particular, data envelopment analysis is adopted to measure the efficiency and productivity change, which is measured in the Malmquist index. Parametric and nonparametric statistical tests are carried out to check for statistically significant differences among the characteristics regarding the types of government subsidy recipients. This study's major findings are as follows. First, during the entire period analyzed (2010–2012), there was a similar yearly pattern of statistically significant differences in the government subsidy means among the recipient types. In contrast, there were no obviously equivalent differences in the efficiency and productivity change. Second, the productivity had increased year on year, but the increments were reduced from year to year. Third, the productivity change was induced mainly by the Frontier-shift, which indicates overall technology innovation progress, compared with the Catch-up, which only indicates a simple increase in the efficiency. In particular, in this empirical analysis, the recipient types of ‘national laboratory’ and ‘large company’ had relatively larger sizes of government subsidies per project. However, the efficiency and productivity change of these types was not better than the others. This implies, therefore, that the government should control the ratio of the subsidy to the total R&D budget with an appropriate upper limit.

The paper discusses the challenges facing productivity and performance measurement in research and development (R&D). Traditional methods are generally not appropriate because of the nature of the output which is long-term and often intangible. R&D can be related to three types of pertinent measures which are the process, the output and the pay-off. Capability and latency are also illustrated as the strategic link between productivity and performance. Total productivity, supported by a family of partial yardsticks, is advocated as the most effective means of control. Benchmarking is shown as significant and important in the pursuit of improved R&D management. It is stressed that though measurement may be difficult it is vital for the success of R&D strategic planning.

Productivity is defined and presented in both its performance measurement role and its strategic context for manufacturing and service sectors. The development of productivity, especially total productivity, and its connection with management accounting is highlighted. The inter-relationship of productivity analysis to competitive advantage and technology is also discussed. Strategic management accounting, incorporating productivity, is shown to focus on price recovery and profitability with alternative methods revealed. The approach for external estimations for competitive analysis, utilising benchmarking, is set out. Capital input within productivity measurement is studied, specifically examining inflation, technological change and capacity maintenance. Allied to total productivity, a methodology is put forward for capital input for strategic analysis.
