Vocational Education and Training Programs (VET): An Asian Perspective.

Bangladesh has made good progress in reducing poverty over the past decade despite the series of external shocks which have routinely affected the country. Poverty fell from 49 percent in 2000 to 40 percent in 2005, propelled by respectable economic growth and relatively stable inequality. These statistics are reflected in tangible improvements in poor people's lives, such as a sharp reduction in those living under flimsy straw roofs in rural areas. Unfortunately, climatic shocks such as the 2007 floods and cyclone, as well as rising food prices, have slowed the country's progress in reducing poverty. Despite these setbacks we expect that Bangladesh will reach its Millennium Development Goal (MDG) of halving the number of people living in extreme poverty by 2015. Poverty reduction is not just about improving household income, but also about enhancing human capability. Our optimism in Bangladesh's future is also based on its significant gains in human development over the past 15 years. Despite its recent progress in reducing poverty, Bangladesh remains a poor country with about 56 million poor people in 2005 and continuing disparities across occupational groups, gender, and regions. Although growing regional inequality is characteristic of many developing countries experiencing rapid economic growth, Bangladesh is somewhat unique in that the natural boundaries created by its rivers limit integration between economically unequal geographic areas. This report shows that higher productivity in agriculture, job creation in urban growth poles and promoting migration will be essential for further poverty reduction across Bangladesh. Sustaining this reduction will require maintaining the progress made thus far in slowing population growth, and providing better quality options in schooling and healthcare. Another urgent priority is to better coordinate the country's existing safety net system in order to expand effective programs in line with the needs of the poor.

Poverty assessment for Bangladesh : creating opportunities and bridging the East-West divide

This series of policy notes (PNs) aims to support, over the medium term, a coherent and articulated policy dialogue on education and skills development that will help Bangladesh achieve its target of becoming a middle-income country. The main findings and key policy directions related to the three PNs are provided next, in section two. These findings are presented in a concise manner to remain relevant and useful for a diverse audience. A policy matrix also shows the cumulative findings of the PNs. Further work will be required to sequence these policy options. An analysis of costs of these policy levers will also be highly fruitful in determining the optimal mix of policy interventions.

Bangladesh education sector review : seeding fertile ground - education that works for Bangladesh

Bangladesh Tertiary Education Sector Review

Polytechnics in Bangladesh endeavour to produce quality graduates for national and international job markets. The quality of graduates depends on several factors. This study examines the implementation process of the polytechnic curriculum with the objectives of determining the current level of practices in learn-ing/teaching material design, in delivering curriculum content, in assessing students and its effect on students' competence development. Data was collected through observation, opinion survey and competence test. Qualitative and quantitative methodologies were used for data interpretation and analysis in this descriptive type of research study. Findings revealed that the learning materials are mainly theory oriented and mostly cover those contents usually common in exams. About half of teachers are aware of the taxonomy for learning, teaching and assessing, but they rarely put importance on it. In the classroom, teachers spend only a little time for delivering content at the level of apply/analyse. However, a significant number of tasks performed in labs are practical and occupation relevant and can be classified at higher levels of the taxonomy. In student assessment, the test-items assess mainly theoretical knowledge at the level of remember. The effect of these practices is reflected in demonstrating student performance in a competence test. The study concludes with some recommendations.

The Taxonomy for Learning, Teaching and Assessing: Current Practices at Polytechnics in Bangladesh and its Effects in Developing Students' Competences

Bangladesh has made considerable progress in its economic development. Among other fundamental factors, recent high average economic growth rate of over 5 percent has been accompanied by labor force and employment growth, which has risen about 4.5 percent per year between 2000 and 2003. Bangladesh's National Strategy for Accelerated Poverty Reduction (NSPR) appropriately identifies the strategic goal of promoting vocational training and skill development to accelerate this growth process, which will help Bangladesh reduce poverty and vulnerability. Appropriate policies and programs for the labor market are important drivers of economic growth and a more equitable income distribution. It is appropriate that the NSPR has given priority to vocational and technical training as a major focus of educational reforms in the medium term. To further this NSPR agenda it is imperative to align skill development with the dynamics of the labor market. This report is an attempt to understand the labor market context and the technical and vocational training and education system of Bangladesh, and to propose policy options that improve labor market outcomes and drive future economic growth.

Learning for job opportunities : an assessment of the vocational education and training in Bangladesh

Largely because of the growth in factor productivity, India's economy has grown rapidly over the past decade. Growth in total factor productivity represents growth in output not accounted for by growth in inputs such as capital and labour. Continuing to raise labour productivity while at the same time generating enough jobs for a growing labour force is proving a massive challenge. This issue has come into sharp focus over the previous decade when economic growth accelerated but employment growth fell to less than half that of the 1980s, raising fears that India is witnessing jobless growth (Narain, 2006). The wages of workers with qualifications beyond primary school have grown far more rapidly than those of workers with primary school or less; the greatest increases being for workers with tertiary qualifications. This movement in wages shows that education and skill acquisition are important determinants of job prospects.
