Access to sufficient food and nutrients is essential for household welfare, as well as for accomplishing other development objectives. Households with insufficient access to food often face other challenges related to food insecurity including poor health and declines in productivity. In order to better target food aid assistance, evaluate progress, and design efficient intervention strategies, a transparent and reliable database on food insecurity is necessary. With the goal of providing a more straight-forward and standardized approach for calculating food insecurity, IFPRI developed a Global Hunger Index (GHI) in 2006 that allowed for easy comparison across countries. Recognizing the various dimensions of food insecurity, the GHI equally weights the proportion of people who are food energy deficient, the prevalence of underweight children under the age of five, and the mortality rate among children less than five years of age. Because national averages can mask important regional differences, we calculate a Sub-National Hunger Index for Ethiopia using data from 1999-2000 and 2004-05 (the latter year being the latest for which nationally representative household surveys are available). Our findings indicate that between 1999-2000 and 2004-05, there were substantial improvements in all components of the Hunger Index in all analyzed administrative regions of Ethiopia. There were also major improvements in both urban and rural areas, with a decline in the index from 47.6 to 29.9 in small urban areas (areas defined urban in the household survey with exception to Addis Ababa, Dire Dawa, and Harari) and from 43.6 to 32.6 in rural areas. Given rapid agriculture-led economic growth between 2004-05 and 2008-09, it is expected that when new household survey data is available, these indices will show continued improvement.

A sub-national hunger index for Ethiopia: Assessing progress in region-level outcomes

This report seeks to investigate the extent and success of multilateral foreign aid aimed at poverty alleviation in two countries, Angola and Zambia. Links between aid, economic growth, and poverty alleviation are also investigated. It is found that aid alone cannot create economic growth in order to alleviate poverty, and growth from aid alone is not sustainable as the case study of Zambia shows. In Zambia, aid did not have enough impact to change the legacy of unsound economic polices, as the institutions that led these processes lacked the capacity to design sound policies to manage the aid projects. In the case of Angola, the whole process of using aid for poverty alleviation was seriously retarded by the civil war. The war is clearly one of the major causes of the poverty that exists in Angola unlike in the case of Zambia where poverty is a chronic situation. As poverty alleviation is critical to both these countries, they should concentrate on empowering the poor with capacity-building skills, and multilateral aid should promote this. In terms of aid agreements with multilateral institutions, conditions must be in place before aid is granted to promote the interests of the poor. Well-designed aid can be successfully implemented, and can be sustainable. However, this will work only if all stakeholders from the bottom to the top are actively involved in the planning through to the implementing stages. The international dimensions of poverty relief : a comparative case study of Angola and Zambia

The need for improved ocean shipping service in the South Pacific, as evidenced by recent statements from indigenous political and business leaders and organizations, is cited. The major hypothesis of the research is then presented: "There exists a potential for improvement in shipping service and a reduction in cost-of-service through: a) consolidation and/or expansion of existing routes into regional center-feeder line networks; b) consolidation of capital equipment or merger of existing firms." A possible approach using minimal spanning trees (MST's) is illustrated for selected South Pacific ports. The results are intended to illustrate and establish the methodology. The short paper concludes with a brief description of the research work that remains to be done before the hypothesis can be accurately tested.
