Projects often face delays and unnecessary use of time due to various factors and reasons, and hence suffer from unfavourable consequences. The purpose of this paper is to identify the universal delay factors from an intensive literature review, complemented by delay factors in major Norwegian construction projects based on empirical data.,The study in which this paper is based includes an intensive literature review, and semi-quantitative open survey questionnaires. This paper addresses frequency and type of delay factors in construction projects, in Norway based on the survey, and worldwide based on the previous studies.,From the study, the causes of delays facing the Norwegian construction industry are: poor planning and scheduling; slow/poor decision-making process; internal administrative procedures and bureaucracy within project organisations; resources shortage (human resources, machinery, equipment); poor communication and coordination between parties; slow quality inspection process of the completed work; design changes during construction/change orders; sponsor/owner/client lack of commitment and/or clear demands (goals and objectives); late/slow/incomplete/improper design; office issues; and users’ issues. And the top 10 universal delay factors are: design changes during construction/change orders; delays in payment of contractor(s); poor planning and scheduling; poor site management and supervision; incomplete or improper design; inadequate contractor experience/building methods and approaches; contractor’s financial difficulties; sponsor/owner/client’s financial difficulties; resources shortage (human resources, machinery, equipment); and poor labour productivity and shortage of skills.,When it comes to the identification of delay factors in major Norwegian projects, the research is based on a sample of 202 respondents from an open survey questionnaire. It should be noted that analysing a large population of respondents that have been asked open questions can be challenging due to the vague findings it might lead to. Also, when it comes to the identification of the universal delay factors, there were different methods used by different authors, within different context. Similar future studies in Norway based on qualitative and quantitative methods will give better verification for the findings.,This paper has documented the critical delay factors/causes in Norway. The results of this study will help project managers, in Norway and elsewhere, to be aware and know about the potential causes of delay in their construction projects, which will help to identify the possible risks in the early phases of the project. Another practical implication is to make project managers and policy makers conscious that delays are quite universal, making it necessary to identify them as a first step.,The identification of delays factors and causes can permit projects to implement mitigation actions to avoid delays, thus allowing delivering schools, hospitals and other necessary infrastructure on schedule or ahead of schedule to society.,This paper highlights most (almost all) of the studies in the literature, including to the study done in Norway, concerning the delay factors in construction projects and large construction projects in general. This wide review of relevant literature will save time other academicians from having to conduct similar studies. This study will assist both academic and professional experts providing more insight about the delay causes in large-scale construction projects.

The top 10 universal delay factors in construction projects

The purpose of this paper is to present a systematic review of studies on CPD published between 1985 and 2018.,Before identifying common CPD, research trends were examined in terms of the number of publications in selected journals, as well as the contributions made by countries, institutions and researchers.,The findings reveal that researchers from developing countries have contributed the most to identifying the causes of CPD. A total of 149 causes of CPD were identified in a thorough review of 97 selected studies. Weather/climate conditions, poor communication, lack of coordination and conflicts between stakeholders, ineffective or improper planning, material shortages, financial problems, payment delays, equipment/plant shortage, lack of experience/qualification/competence among project stakeholders, labour shortages and poor site management were identified as the ten most common CPDs.,Being the first study of its type, this study provides insight into the research output related to this area and identifies a common set of CPDs, which may provide a better understanding of the key areas requiring attention where steps should be taken to minimise or control factors causing delays in construction projects.

Causes of delays on construction projects: a comprehensive list

Purpose




A voluminous amount of research has been conducted on project delay in the recent past; however, the persistence of the problem demands that a relentless quest for solutions is upheld. It can be argued that the problem is likely to be more pronounced in areas where development pressure is the highest. One such area is the United Arab Emirates (UAE) where the construction industry is said to have reached an unparalleled position in the last decade. The purpose of this paper is to identify the most significant causes of delays in the UAE construction industry.




Design/methodology/approach




A survey was conducted targeting three key types of stakeholders, namely clients, contractors and consultants. Validity and reliability were achieved by first assessing the plausibility of construction delay variables in UAE. The verification took place after the interpretation of quantitative data, this involved presenting the findings to the main participants. The validation took place after the verification process. Rigour was achieved by engaging participants previously engaged in UAE and focussing on verification and validation, this included responsiveness of the researchers during group discussions, methodological coherence, appropriate sampling frame and data analysis.




Findings




From the analysis, the study unveiled a number of important causes of construction delays in the UAE, ranging from unrealistic contract durations to poor labour productivity, with consultants and clients seemingly shouldering the bulk of the “blame game”. It was evident that all the three main stakeholders in a construction project (clients, consultants and contractors) need to change their existing practices in order to ensure timely delivery of projects. The research also confirms that delays are country specific and appear to be time related hence they should be viewed within the social, economic and cultural settings of the UAE.




Research limitations/implications




A major limitation of the current study was the use of a single approach to facilitate data collection.




Practical implications




It was evident that practitioners need to change their existing practices in order to ensure timely delivery of projects. Continuous coordination and relationship between practitioners are required through the project life cycle in order to solve problems and develop project performance.




Originality/value




As suggested in this study methods should be put in place to reduce long and bureaucratic processes within the client’s organisations, not only to fulfil the requirements of the contract but also to suite fast-track projects.

Profiling causative factors leading to construction project delays in the United Arab Emirates

Undesirable delays in construction projects impose excessive costs and precipitate exacerbated durations. Investigating Iran, a developing Middle Eastern country, this paper focuses on the reasons for construction project delays. We conducted several interviews with owners, contractors, consultants, industry experts, and regulatory bodies to accurately ascertain specific delay factors. Based on the results of our industry surveys, a statistical model was developed to quantitatively determine each delay factor’s importance in construction project management. The statistical model categorizes the delay factors under four major classes and determines the most significant delay factors in each class: owner defects; contractor defects; consultant defects; and law, regulation and other general defects. The most significant delay factors in the owner defects category are lack of attention to inflation and inefficient budgeting schedule. In the contractor defects category, the most significant delay factors are inaccurate budgeting and resource planning, weak cash flow, and inaccurate pricing and bidding. As for the consultant defects delay factors such as inaccurate first draft and inaccuracies in technical documents have the most contribution to the defects. On the other hand, outdated standard mandatory items in cost lists, outdated mandatory terms in contracts, and weak governmental budgeting are the most important delay factors in the law, regulation and other general defects.

Studying the reasons for delay and cost overrun in construction projects: the case of iran

Most construction projects in developing countries are characterized by overruns in time. This research wasconducted in an attempt to identify major factors for such overruns in the typical developing environment ofJordan. A descriptive study was carried out and two types of data were collected. The overrun variables wereextracted from the literature and from a thorough examination of the perception of 30 engineers, and then rankedaccording to their Severity Index (the product of Importance Index and Frequency Index). The top ten factorscausing time overruns in construction projects were identified and treated using Principal Component and FactorAnalysis (PCFA). After conducting the analysis on both the secondary and primary data, results showedagreement only on one cause, weather conditions.

Factors Affecting Time Overruns in Public Construction Projects: The Case of Jordan

Purpose – The aim of the research presented in this paper is to develop a new methodology for the comparative analysis and quantification of the impact of delay factors in construction projects.Design/methodology/approach – A framework of delay analysis system (DAS) is developed using the findings from the literature review and industry survey. Frequency and severity index method are used to identify and compare the delay factors in Libya and the UK. Statistical experiments are used to test the relationship and confidence level of survey results. Analysing construction delay factors: A case study of building construction project in Libya

The developed DAS is a tool for analysing and identify the impacts of delay factors and assist to construction manager to take necessary measure in reducing the delay impact. The paper provides a methodology for analysing the possible delay impact in a construction project and informing to construction manager in advance of the possible delay factors.

A comparative study of delays factors in project completion in Libya and UK construction industry

Customer satisfaction and customer relationship are crucial aspect in any enterprises including housing construction projects. In general, the housing developers are facing a number of new challenges in different countries including Libya. The construction industries/housing developers need to continuously improve their products and services to meet customers’ satisfaction desires and to remain in the current competitive market. This paper focuses on analysing the satisfaction factors of customers including quality aspects of products and services in the construction projects. A framework was developed to evaluate the dynamics relationship between customer satisfaction and quality products or services, aiming to help companies’ managers and policy makers to understand the needs and points of view of their customers. A pragmatic analysis was conducted to explore and analyse the customer satisfaction factors in construction industry considering different aspect of customer groups in Libya. Results indicate that there is a high demand of improvements in the contractor’s performance in terms of cost, time and quality of products. It was also found that Libyan construction companies have been forced to transform their policies after on Libyan war 2011 to focus on client and customer satisfactory policies, or say centric for the purpose of improving client requirements and turn the business into more advantageous for any company.
