This paper presents a joint coding scheme for multiprogram video transmission. By exploiting the statistical variations of the program content, the joint coding achieves a more optimal bit allocation, which results in a better and more uniform picture quality. The bit allocation strategy assigns the same quantization parameter to all the programs, and the rate control adjusts this quantization parameter from frame to frame so that the aggregate bit rate for the programs is within a given bit budget. The programs are coded using the MPEG-2 video coding standard which inherently generates a variable rate bit stream.

Studies have shown that joint coding is more efficient and effective than independent coding for compression of multiple video programs. Unlike independent coding, joint coding is able to dynamically distribute the channel capacity among video programs according to their respective complexities and hence achieve a more uniform picture quality. This paper examines the bit-allocation issues for joint coding of multiple video programs and provides a bit-allocation strategy that results in a uniform picture quality among programs as well as within a program. To prevent the encoder/decoder buffers from overflowing and underflowing, further constraints on bit allocation are also discussed.

Bit allocation and constraints for joint coding of multiple video programs

An adaptive image coding method and system are disclosed. The system accepts an input image, divides it into image segments, and assigns each segment to a wavelet transform filter from a bank of such filters for transformation. The bank preferably comprises filters adapted for different types of image content, e.g., sharp edges, slowly-varying contours, etc. Filters are preferably assigned so as to produce minimal distortion for their assigned image segments at a given target bit rate, each filter produces transform coefficients for its segment using scale and subband settings common to the entire image. The valid coefficients for each segment are then combined in a composite wavelet coefficient image, which resembles a single wavelet transform of an entire image—although different filters are used to create different portions of the coefficient image. The composite image allows joint, rate-distortion optimized coding for a segmented image. Joint coding allocates bits between the transforms of the image segments optimally, and produces an easily scaleable bitstream.

Joint coding method for images and videos with multiple arbitrarily shaped segments or objects

This paper addresses the problem of bit-rate conversion of a previously compressed video. We provide an MPEG joint transcoder for transcoding several video bitstreams simultaneously. We show that joint transcoding reduces the quality variation between multiple video sequences, as compared to independently transcoding each sequence at a fixed bit rate. Hence, joint transcoding results in a better utilization of the channel capacity. The joint transcoder can be used in a congested communication network as an alternative to data/packet dropping, and in applications which require multiplexing video signals onto a fixed communication channel such as video servers providing video on demand (VOD) service.
