Much of the academic and policy literature on residential segregation has emphasised the
negative effects of the enduring concentration of households from particular ethnic or
socio-economic groups. Often drawing directly on the US experience of ‘ghettoisation’,
many contributors have pointed to persistent black minority segregation in particular as a
benchmark of failure with regard to social and economic integration, and equality of
opportunity in housing and the workplace (for example, Fortuijn et al., 1998; Johnston
et al., 2002; Peach, 1996; van der Laan Bouma-Doff, 2007; Walks & Bourne, 2006).
As Fortuijn et al. (1998, p. 367) have contended ‘the black ghetto in American cities
symbolises the accumulation of the miseries of modern Western societies’.

Housing Policy, (De)segregation and Social Mixing: An International Perspective

It is frequently supposed that the ethnic composition of a neighbourhood affects ethnic minorities’ social contacts with natives, co-ethnics and other ethnic minorities. Research to date, however, falls short in several ways. First of all, previous studies often did not consider social contacts with co-ethnics and other ethnic minorities. Second, although different mechanisms (i.e. meeting opportunities, ethnic competition theory, ‘third parties’ and constrict theory) point to different dimensions of the ethnic composition of the neighbourhood (the percentage of ethnic minorities, the percentage of co-ethnics, and ethnic diversity), there is a lack of research that systematically studies these different dimensions of the ethnic composition of the neighbourhood in relation to ethnic minorities’ social contacts. Third, other relevant neighbourhood characteristics (economic disadvantage and residential mobility) are often neglected. The present study sought to address these three unresolved issues. Results of multivariate multilevel analyses of survey data on ethnic minorities in the Netherlands (N ¼ 4,216) show that both the percentage of ethnic minorities and the degree of ethnic diversity relate to less contact with natives, but more contact with co-ethnics and other ethnic minorities. The percentage of co-ethnics is only related to more contact with co-ethnics. Results and policy implications are discussed.

The Ethnic Composition of the Neighbourhood and Ethnic Minorities’ Social Contacts: Three Unresolved Issues

In this article, I advocate the reconceptualisation of ‘integration as a two-way process’. I argue that integration is, fundamentally, an issue of relational inequality, and conceptualising it as a one-way process constitutes problems of undesirability and infeasibility. I show the theoretical hiatus which characterises many dominant approaches to the two-way process, which leads scholars to build their work on internal contradictions and to implicitly (and often unintentionally) feed into a one-way integration discourse. I argue that as long as conceptualisations of integration as a two-way process reinforce a boundary between ‘people who integrate’ and ‘people who do not integrate’, they are unfit to avoid the problems of one-wayness which they intended to overcome in the first place. In the last part of the article, I put forward some initial building blocks for a new theoretical framework of ‘integration as a two-way process’ which is more attentive to the relational social processes that constitute integration.

Reconceptualising ‘integration as a two-way process’

In the introduction to this special issue of JEMS, we question the strong link which is often made between the integration of minority ethnic groups and their residential segregation. In the literature on neighbourhood effects, the residential concentration of minorities is seen as a major obstacle to their integration, while the residential segregation literature emphasises the opposite causal direction, by focusing on the effect of integration on levels of (de-)segregation. The papers in this special issue, however, indicate that integration and segregation cannot be linked in a straightforward way. Policy discourses tend to depict residential segregation in a negative light, but the process of assimilation into the housing market is highly complex and differs between and within ethnic groups. The integration pathway not only depends on the characteristics of migrants themselves, but also on the reactions of the institutions and the population of the receiving society.
