Present article addresses studying the problems of educating social-profile specialists for working with families that have children with health limitations. The aim of present study is to develop and test a model of professional competence development in social-profile specialists in the field of working with children’s with health limitations families during the post-secondary professional education. The authors of the study take the methodologic position, according to which a model of professional competence development in social-profile specialists during the work with children’s with health limitations families during post-secondary professional education is based on the competence approach. It includes goal-oriented, methodologic, content, technologic and evaluative-control blocks. The authors make an attempt to define the level of social-profile specialists’ competence development in the field of working with children’s with health limitations families by the following criterions and characteristics: motivational (positive motivation for supporting the families of children with health limitations), personal (personality traits, such as tolerance and empathy), cognitive (knowledge in the field of working with the families of children with health limitations) and activity (knowledge and skills in the field of working with the families of children with health limitations).

Futures studies and foresight are new disciplines for Central Asia. Their methodology is making the first steps in the region. The present paper tests how narrative foresight can be applied in the field of religious education reform. For Kazakhstan, Islamic education has become a critical aspect of socio-cultural life. Its present situation requires radical changes, and the seven core questions of narrative foresight methodology help to research the vital dimensions of the problem in the quest for a solution. Going through the history of the issue, the forecast for current trends, identifying critical assumptions, and building alternative futures helps to arrive at the preferred future for Islamic education in Kazakhstan. With a new vision, some practical steps come forward that can guide to that new reality embodied in a new metaphor.

Islamic Religious Education in Kazakhstan: Applying Futures Studies to Skyrocket the Reform

The continuous change in the value orientations of members of society sets the task of studying this process. Until now, the principles that determine the direction and content of traditional and innovative values in political science have not been subjected to critical analysis. Therefore, we consider it is relevant to determine the ratio of traditional and innovative values in the dynamics of changes caused by the conditions of globalization in modern research. The theoretical analysis used dialectical, comparative-historical, structural-functional, deductive, and inductive methods of analysis. The main purpose of this article is the political science systematization of the principles that determine the direction and content of traditional and innovative values. To achieve the purpose, we set the task of determining the meaning of the proposed principles by arguing the essence of the concepts of traditional and innovative values. Fundamentalization, standardization, humanization, democratization, and informatization were adopted as the main principles. In the introduction, we defined the basic concepts of traditional and innovative values and outlined the formulation, purpose, and history of the problem under study. The discussion and results part is divided into 5 subsections, and we have proved the foundations of the principles presented in each subsection. We came to the conclusion that in a society where political modernization and continuous political reforms take place, a social space is being formed where traditional and innovative values coexist.

The formulation of a national educational policy in Russia has to be conducted taking account of the characteristics of its sociocultural and spiritual components and go hand in hand with the problem of Russia's acquisition of a sense of its identity. Russian education must also take account of world tendencies in the development of civilization, and should link the humanization of society, the state, and the individual.
