The aim of this study is to assess the risk factors of pipelines and prioritize their severity in order to prevent their effects in Shadegan International wetland, Iran. Due to the participatory nature of the managerial affairs, the study employs an integrated approach that combines Analytic Hierarchy Process (AHP) and Delphi Method. Also, Likret Scale has been applied to quantify the qualitative (verbal) data, thus reducing the uncertainty of oil pipelines' risk evaluation. In order to evaluate potential risk factors, Failure Mode Effects Analysis (FMEA) method has been applied. According to the study results, in terms of the likelihood of environmental impacts on the main considered criteria of natural and man-made environments, the former's effect is a priority risk, weighing 0.670 and primarily important. On the other hand, environmental hazards caused by oil pipes of water quality in Shadegan wetland has been ranked first, with a relative weight of 0.389 to contain the highest level of risk. The risk degree for diversity and density of benthos is 12.6 and 6.3for fish, both higher than other parameters of water systems in Shadegan wetland. Considering the recognized factors that lead to probable risks of pipelines along with their most notable outcomes, the paper suggests environmental management plans on how to control and reduce the potential impacts, with an emphasis on elimination of the most likely causes.

Environmental Management of Oil Pipelines Risks in the Wetland Areas by Delphi and MCDM Techniques: Case of Shadegan International Wetland, Iran

Dalam kegiatan operasional jaringan pipa gas 14” PT PHE-WMO yang melewati daerah offshore dan onshore banyak ditemukan potensi hazard yang dapat mengakibatkan kegagalan pipa. Perusahaan perlu melakukan penilaian risiko sebagai upaya untuk mengevaluasi potensi kerugian yang mungkin terjadi. Pada penelitian ini, akan dibandingkan pendekatan penilaian risiko Muhlbauer dan Fuzzy Inference System, sehingga didapatkan penilaian risiko yang tepat untuk jaringan pipa gas 14” PT PHE-WMO. Penilaian risiko dengan pendekatan Kent Muhlbauer menggunakan model indeks (scoring) yang didasarkan pada indeks kerusakan akibat pihak ketiga, indeks korosi, indeks desain, indeks kesalahan operasi, dan faktor dampak kebocoran. Pendekatan penilaian risiko Fuzzy Inference System menggunakan metoda Mamdani (Max-Min) dimana metoda ini meliputi pembentukan himpunan fuzzy, aplikasi fungsi implikasi, komposisi aturan, dan penegasan (deffuzy). Hasil analisis penilaian risisko dipetakan kedalam risk matrik 5x5 yang dikalisifikasikan dalam lima katergori risisko yaitu very low, low, medium, high, dan Very high. Perbandingan RRS kedua metode sebagai pertimbangan dalam menetukan langkah mitigasi yang tepat untuk pipa gas 14” PT PHE-WMO.
Dari hasil pemetaan risiko pipa gas 14“ yang terbagi dalam 10 segment kedua metode didapatkan skor akhir indeks masing-masing segmen berada pada

level low risk, hanya saja pada segmen 1, 2, dan 3 nilainya berada pada level medium risk. Metode Muhlbauer memiliki kecenderungan mendekati level risiko medium risk, hal ini ditunjukkan nilai IS dan LIF lebih kecil dibandingkan dengan nilai fuzzy. Sedangkan penilaian level risiko fuzzy memiliki nilai IS dan LIF yang lebih besar dibandingkan dengan Muhlbauer sehingga level risiko cenderung mengarah ke low risk. Perhitungan pipa menggunakan pendekatan fuzzy memberikan selisih nilai RRS yang lebih besar. Nilai selisih RRS yang lebih besar memudahkan dan mempertegas pemberian rangking pada masing-masing input data setiap segmen. Sehingga metode fuzzy lebih akurat dan presisi dibandingkan dengan Muhlbauer.
