TL;DR: The authors examines the implementation of the policy and analyses its'success' in several cases studies in Sumatra, Borneo and Sulawesi, showing that the varying strategies employed in each instance can be explained by the relative weakness of the Dutch forces and the growing recognition by local rulers that they too had an interest in countering piracy.
